New Delhi: Delhi Minister Kapil Mishra on Wednesday announced a one-time compensation of ₹10,000 for construction workers who have lost wages due to restrictions under Stage III of the Graded Response Action Plan (GRAP). The move aims to provide immediate financial relief to labourers hit by a halt in construction activity amid severe pollution levels across the capital and the National Capital Region (NCR). The Commission for Air Quality Management (CAQM) brought back GRAP Stage III restrictions after Delhi's air quality dipped into the 'severe' category, prompting a ban on non-essential construction and demolition work to curb emissions and protect public health. The board later invoked GRAP-IV after pollution levels worsened further in the national capital/ Construction workers have faced repeated disruptions this season as the capital battles poor air quality. Many daily wagers have already expressed concern over loss of earnings, debt, and lack of awareness about welfare schemes. Unions have urged the government to expand coverage and offer additional support beyond the current payout, as per a Times of India report. Delhi's air quality has been deteriorating due to a mix of winter smog, calm winds and pollutant accumulation, forcing authorities to enforce pollution control measures under GRAP. Stage III curbs include bans on construction, restrictions on older diesel vehicles and tighter controls on dust-producing activities in an effort to reduce harmful particulate matter in the city's air.
