Bus converted to sleeper, lacked safety equipment | Hyderabad News - The Times of India

Vijayawada: The ill-fated Kaveri Travels bus was found to have multiple violations as far as safety was concerned. The bus, which was registered with a capacity of 43 seats according to Vahan data, was converted into a sleeper coach. According to Central Motor Vehicle (CMV) rules, sleeper buses should get approval from the registration authority for layout of seats and measurements of the bus body, including height, width, and length.The bus also lacked adequate fire safety mechanisms. Sleeper buses should have four emergency exits, including two roof hatches. They should also have a fire alarm with smoke detectors to alert passengers in the event of a fire. Sufficient fire-retardant material should be provided, which is suitable for the combustible material used, and iron hammers should be provided to break open glass windows in case of emergencies. However, this bus did not comply with most of the safety mechanisms, according to DIG Koya Praveen.After checking the bus that was reduced to ashes, Praveen said the vehicle contained a lot of combustible material inside, but adequate fire safety equipment was not there."It's a serious safety concern and there is need to bring strict guidelines for the safety of passengers. The combustible material might have contributed to the fast spreading of the fire, leaving no chance for many people to escape," he said.A senior transport department official said as the bus was not registered in Andhra Pradesh, they cannot enforce local rules on buses registered in other states. The registration rules vary from state to state, and travel operators are taking advantage of the liberalised tourist vehicle policy to get their vehicles registered in one state and ply them in other states, he said.
