Gurgaon: Green crackers, with 30% less emission and that too in laboratory conditions, will make little difference to air quality when there are largescale fireworks across Delhi-NCR, pollution scientists said on Wednesday, adding they expect use of crackers to increase this time with the legal window opening after Supreme Court's order.The court lifted its earlier blanket ban but clarified that only certified, less-polluting varieties of firecrackers developed by CSIR-NEERI can be used. "Assuming all firecrackers that are burnt in Delhi-NCR are 'green', this higher volume will offset any 30% reduction in emissions that is claimed for traditional crackers. Air quality deterioration during the Diwali period is expected to remain substantial," said Manoj Kumar, analyst at Centre for Research on Energy and Clean Air (CREA). Dipankar Saha, former head of the air laboratory at Central Pollution Control Board (CPCB) who was part of process to develop green crackers, said, "Green crackers were developed for reduced pollutant load in Indian conditions in winter months when wind speed is low, and the vertical boundary layer or height is low. They are also less noisy compared to traditional ones." CPCB and other organisations like National Physical Laboratory and Physical Research Laboratory (PRL) came up with the formulation in 2018. Saha says it's important for people to know how to identify a green cracker and insist only on buying them. "Green crackers contain fewer harmful chemicals like barium and aluminium and are designed to release water vapour or dust suppressants, resulting in an approximately 30% reduction in emissions. Examples of green crackers include SWAS (Safe Water Releaser), STAR (Safe Thermite Cracker) and SAFAL (Safe Minimal Aluminium Cracker). All these are considered approved by CPCB. They can be identified by the CPCB logo on their packets," he adds. A mass campaign, according to Saha, is required for general awareness so that only certified crackers are sold in the market. "In addition to that, the time slot as stipulated by regulators must be adhered to. As of now, the meteorological prediction says there will be increased wind speed during the festival days, so a negative impact on air quality is expected," says the senior scientist. The core issue, other experts point out, is not the composition of crackers, but scale and enforcement. A 30% emission cut means little when lakhs of people are bursting crackers simultaneously in low-ventilation air. "Enforcement remains weak, and conventional crackers also circulate under the garb of green crackers. With NCR's AQI consistently in the 'very poor to severe' range during the Oct-Nov period every year, widespread use of even green crackers will worsen the situation," said Arun Yadav of think-tank Envirocatalysts.
