Ranchi: The Jharkhand high court on Friday directed chief secretary Alka Tiwari to appear in person to face contempt charges for not conducting municipal election in the state, which is long overdue. Tiwari will have to appear before the court of Justice Anand Sen on July 25 to put for her response in this regard. In his order, Justice Sen observed that the govt seemed to be throttling the rule of law in the state. "There is a complete breakdown of constitutional machinery in the state," the court said.Hearing a contempt petition filed by former municipal ward councillor Roshni Khalko, who informed the court that despite orders being passed earlier, the long-awaited municipal election has not been conducted. The HC had earlier directed the govt on January 24 this year to ensure that the election was conducted within three weeks.Khalko, in her petition, said the govt has not conducted the election, and it is tantamount to contempt and apathy of the high court. Khalko had filed a writ petition before the HC earlier in 2023 after the term of ward councillors had expired. The court had on January 4 ordered the govt to conduct the municipal elections within three weeks. But since the same had not been done, Khalko filed a contempt petition. On January 16, the HC ordered the govt to conduct the election within four months.Municipal elections were last held in April 2018 in Ranchi. The term of the councillors had lapsed in 2023. The Jharkhand Municipal Act provides for conducting elections for the appointment of candidates in different posts every five years. Khalko said the delay has affected civic amenity works across the state.
