Srinagar, Apr 08: Lieutenant Governor Manoj Sinha-led administration on Wednesday terminated the services of two government employees for their involvement with terror outfits, invoking Article 311(2)(c) of the Constitution of India. The dismissals form part of an ongoing and sustained campaign to identify, isolate, and remove individuals working for terrorist organisations from within government institutions. Top sources told Rising Kashmir that the action reflects a zero-tolerance approach toward terrorism and is aimed at dismantling the ecosystem that allows terror networks to operate from within the system meant to serve the public. Farhat Ali Khanday One of the dismissed employees, Farhat Ali Khanday, was working as a Class-IV employee in the Education Department in Ramban district. In reality, he was operating for Hizbul Mujahideen and had turned his government position into a cover to revive terrorism and build a wider network in Ramban and adjoining areas. They said that his activities first came to light in 2011 when a hawala network involved in distributing funds to families of terrorists was exposed. During the interrogation of a Hizbul Mujahideen operative arrested by police for distributing terror funds to seven families, Khanday's name surfaced. He was subsequently detained and lodged in jail. However, after securing bail in October 2011, he resumed his activities and continued to work in close coordination with terror elements. Investigations over the years established that Khanday showed no change in conduct and remained actively engaged in furthering terror activities. Security agencies maintained continuous surveillance on him, gathering inputs about his contacts and movements. A chargesheet against him was filed in a special court in 2022. He continued to act as a facilitator and conduit, maintaining links with local terror networks and working to strengthen the cadre of Hizbul Mujahideen in the region. His presence within the education department, a sector tasked with shaping young minds, raised serious concerns within the security establishment. While drawing a salary from the government exchequer, he was working in parallel for a terror outfit, undermining the very system he was part of. Mohammad Shafi Dar The second employee dismissed from service, Mohammad Shafi Dar of Bandipora, was working as a Class-IV employee in the Rural Development Department. He had been appointed on compassionate grounds following the death of his father, who served as a plantation watcher in the same department. Shafi Dar was working as a terror associate of Lashkar-e-Taiba and played a key role in providing logistical and operational support to terrorists active in north Kashmir. He was tasked with arranging safe houses for terrorists, facilitating their movement and transportation, sharing sensitive information regarding the movement and deployment of police and security forces, and building an overground worker (OGW) network in the area. In April 2025, Shafi Dar, along with his associate Rayees Ahmad Dar, was apprehended during a routine joint naka checking. An AK-56 rifle, a grenade, and other ammunition were recovered from his possession. Further investigation established that he had moved beyond logistical support and had become actively involved in operational planning, including plotting attacks on security forces. Appointed on compassionate grounds after his father's death in government service, his involvement in terror activities marked a serious breach of trust and misuse of the opportunity extended to his family.
