NEW DELHI: Delhi Public Works Department (PWD) Minister Parvesh Singh Sahib, from Wednesday, has initiated a staggered removal of Chinese Hikvision's 1.4 lakh CCTV cameras installed citywide. These will be replaced with modern and secure cameras, complying with data security norms, and supported with a robust supply and service network. The PWD has installed a total of 2,74,389 CCTV cameras across the national capital: 1.4 lakh units in the first phase, between September 2020 and November 2022, and 1,34,389 units in the second phase, between June 2025 and March 2026, according to a report by news agency ANI. It added that all cameras in phase-1 were from Hikvision and installed during the erstwhile Aam Aadmi Party's (AAP) tenure, raising security concerns. This marks the first such major initiative to rip Chinese-origin original equipment manufacturers' (OEMs) surveillance cameras offline, after the new certification rules came into effect from April 1, 2026. The move has effectively barred Chinese brands, including Hikvision and Dahua, from selling internet-connected CCTV cameras and other video surveillance devices in India. Chinese brands accounted for one-third of all CCTV sales in India till last year. The Ministry of Electronics and Information Technology (MeitY) introduced the essential requirements (ER) norms for CCTV cameras in April 2024, offering a two-year transition window to the industry to certify each product under the STQC (Standardisation Testing and Quality Certification) regime at certified labs. The norms require CCTV camera manufacturers to declare the country of origin of critical components, such as the chipset (SoC) and the devices tested against vulnerabilities that could allow unauthorised remote access at accredited labs. Currently, the Centre has certified 507 CCTV camera models. Earlier, Chinese telecom gear makers Huawei and ZTE could not participate in India's fifth-generation (5G) network deployments, since they could not secure approvals for the "trusted sources" tag for their equipment, which is designated by the National Cyber Security Coordinator (NCSC) under the National Security Directive on Telecommunication Sector (NSDTS). "Surveillance is not just a matter of appearances; it is a serious issue linked to the control of sensitive data," Singh was quoted as saying in the report, alleging that this was not a "routine procurement process". "In the first phase, approval has been given to replace 50,000 Chinese cameras. Every Chinese camera installed earlier will be systematically replaced with a secure and reliable system," the minister said. Quoting unnamed officials, the news agency reported that the phased process will ensure uninterrupted surveillance while improving system security and effectiveness.
