Meghalaya : Prof Sumarbin Umdor quits as Pro VC of NEHU

Shillong, Dec 16 (UNI) Pro-Vice-Chancellor of North-Eastern Hill University (NEHU), a central university in Meghalaya, Prof. Sumarbin Umdor on Tuesday tendered his resignation from the post. Umdor put in his papers after four major stakeholders of the varsity - NEHU Teachers' Association (NEHUTA), NEHU Students' union (NEHUSU), NEHU Non-Teaching Staff Association (NEHUNSA) and Khasi Students' union (KSU) NEHU unit - asked him to resign from his post in the larger interest of the University and its stakeholders. NEHU is in turmoil due to a leadership vacuum, with stakeholders demanding the removal of Vice-Chancellor Prof. P.S. Shukla, who has been absent from campus for a record 392 days. The stakeholders have accused Shukla of administrative failure, unethical appointments, neglect of infrastructure, plunging rankings and remote interference. "Given the prevailing situation -- marked by the absence of essential support systems and continued uncertainty surrounding key institutional decisions -- it was felt that continuing in office would not serve the best interests of the University or uphold the standards of accountability and professionalism expected of the position," Umdor stated in a statement. Moreover, the Pro Vice-Chancellor said decisions and actions taken in the routine discharge of academic and administrative responsibilities have increasingly been contested, leading to delays and disruption in NEHU. "These circumstances have also resulted in the resignation of the Registrar, the Finance Officer, and senior faculty members who had voluntarily taken on additional administrative responsibilities," Umdor said. Umdor said repeated attempts to convene meetings of the Executive Council under the chairmanship of the Vice-Chancellor -- despite strong opposition from students and staff associations -- have contributed to unrest and have vitiated the campus atmosphere. "Suggestions to allow the Senior Pro Vice-Chancellor (Tura Campus) to chair meetings of the Executive Council until outstanding issues with stakeholders were resolved were not accepted. Such an arrangement, it was felt, would have enabled urgent matters concerning the welfare of students and staff to be addressed without further delay," he said. The four major stakeholders of NEHU demand "arises from the fact that he have been unable and/or not allowed to function in accordance with the assurances given by the representatives of the union ministry of education (MoE) to the students' and teachers' representatives, in the presence of the Executive Council members The associations said the assurances made by the MoE representatives were clearly intended to restore stability, transparency and normalcy in the functioning of NEHU. However, they said that the continued inability to act or function in line with those assurances has only prolonged uncertainty and further eroded confidence among students, teachers, and staff. "At present, NEHU is facing a situation of complete administrative paralysis, with no regular Vice-Chancellor, Registrar, Finance Officer, and Controller of Examinations, thereby creating a state of total institutional disability and severely affecting the academic and administrative functioning of the University," the stakeholders pointed out.
