Guwahati: Supreme Court on Monday issued notices to the Centre, the Assam govt, and other authorities, asking for their responses to a plea seeking completion of the remaining statutory steps under the National Register of Citizens (NRC) updating process in Assam, which have been pending for over six years since the publication of the final list.The petitioners -- Jamiat Ulama-i-Hind and the All Assam Minorities Students' Union (Aamsu) -- have filed a writ petition seeking directions to complete the remaining procedures. These include issuing national identity cards to the 3.11 crore people included in the final NRC. They also sought the issuance of rejection orders to the over 19 lakh excluded people, thereby enabling them to initiate appeals before the Foreigners' Tribunals.The petitioners argued that although the final NRC was published over six years ago -- on Aug 31, 2019 -- authorities have failed to carry out the mandatory legal steps of issuing national identity cards as mandated under Rule 13 of the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003, and providing rejection orders along with initiating the appeal process as required under Paragraph 8 of the Schedule to Rule 4A.The petitioners contended that the failure to complete these statutory steps has rendered the final NRC an incomplete exercise -- unconstitutional, arbitrary, and in violation of Articles 14 and 21 of the Constitution.Appearing before a bench comprising justice PS Narasimha and justice AS Chandurkar, senior advocates Kapil Sibal and Indira Jaising argued the case. Jaising submitted that obtaining an identity card affirming Indian citizenship through the NRC process is a fundamental right of every citizen.
