Chennai: State environment department has denied reports on violation of Ramsar Site rules in granting environmental clearance or building plan approval within Pallikaranai Reserve Forest. "The survey numbers mentioned in media reports refer to private patta lands, not to the notified reserve forest," it said, adding that survey-based verification of boundaries and land parcels, other than the reserve forest, is not yet complete. The Ramsar site's limits will come into effect after boundary delineation and notification are completed, it said. The department said 698 hectares at Pallikaranai were originally notified as reserve forest under Tamil Nadu Forest Act, 1882, and no construction permissions have been granted within the protected area. The Ramsar site, it said, includes 698 hectares of marsh reserve forest and 550 hectares which are yet to be delineated, taking the total area to 1,248hectares.National Centre for Sustainable Coastal Management (NCSCM), an institution under govt of India, has been tasked with delineating the Pallikaranai Ramsar site boundaries, identifying survey numbers, and preparing an integrated management plan (IMP). The plan will include land use mapping, identifying a zone of influence, and a list of site-specific activities to be permitted or regulated, as under Wetlands Rules, 2017.The process of notifying a Ramsar site requires that boundary maps and survey details be placed in the public domain, followed by a 60-day public consultation period, and a 240-day timeframe for state govt to review objections and suggestions.
