Jaipur: In a step towards enhancing the work environment and promoting economic growth, Chief Minister Bhajan Lal Sharma Monday announced the approval of two key labour reforms. The Rajasthan Shops and Commercial Establishments (Amendment) Ordinance, 2025, and the Rajasthan Factory (Amendment) Rules, 2025, are designed to stimulate business activity while prioritising the welfare and safety of workers throughout the state. At the announcement event, CM Sharma emphasised the govt's dedication to creating a "progressive and safe working environment" in Rajasthan. "These amendments strike a balance between promoting trade and ensuring the dignity, health and safety of every worker," he said. One of the most notable changes under the Rajasthan Shops and Commercial Establishments Ordinance is the prohibition of child labour, which will prevent children below the age of 14 from working in shops or commercial settings. The minimum age for apprentices has been raised from 12 to 14 years. Adolescents aged between 14 and 18 years will now be banned from working during night hours, aiming to prioritise their access to education, health and nutrition. "This decision will ensure that children get the right to education instead of being pushed into premature labour," Sharma added. The ordinance further revises several labour standards, including an increase in the maximum daily work duration from 9 to 10 hours and a rise in the quarterly overtime limit from 126 to 144 hours. The amendment modernises the existing Rajasthan Shops and Commercial Establishments Act of 1958, which previously permitted adolescents aged 12 to 15 to work for up to three hours daily. Govt officials believe these changes will provide greater "operational flexibility" and enhance "productivity" in Rajasthan's growing service and retail sectors. In addition to these reforms, CM Sharma approved the Rajasthan Factory (Amendment) Rules, 2025, which introduce provisions aimed at improving the employment conditions of women in certain factory environments. Acknowledging the need for women to actively participate in the workforce, Sharma pledged that their safety and dignity would remain a top priority. Under the new regulations, women, except for pregnant or nursing mothers, are permitted to work in approved factories -- if employers adopt necessary safety measures, including the provision of protective gear such as respirators, masks, gloves and ensuring safe air quality in the workplace. Furthermore, regular safety training for all employees will become mandatory under these revised rules.
