Friction in excise: Jupally alleges file delays by Rizvi | Hyderabad News - The Times of India

Hyderabad: It's not just about holograms, a series of documented exchanges reveal multiple instances of friction between excise minister Jupally Krishna Rao and principal secretary (excise) Syed Ali Murtaza Rizvi, who opted for voluntary retirement. According to official records, in possession of TOI, Jupally had repeatedly raised objections to the way departmental files were handled by Rizvi, alleging that certain actions led to revenue losses for the govt. In one case involving a hotel that sought an extension of its bar licence and a change of premises, the excise commissioner had recommended approval. However, despite the minister's order (dated Nov 25, 2024), the principal secretary did not comply and recirculated the file, delaying the decision. Another flashpoint involved a bar licence case where the applicant was reportedly subjected to unauthorised compounding fees. The minister directed recalculations on Mar 28, 2025, but the file was again returned without action.In a separate liquor company case, the minister is said to have demanded records regarding alleged illegal deductions, but the principal secretary issued a memo contrary to the directive and did not produce the required documents.Disputes also surfaced in the ABD Ltd matter, where the company complained of unfair maximum retail price treatment and denial of production capacity, allegedly leading to substantial losses. Despite ministerial intervention, delays continued, and key records remained unavailable. Complaints from the bars association and licensed retail liquor outlets were also left pending due to non-submission of the excise commissioner's report. In another winery case, the minister ordered issuance of a licence, but the file was reportedly marked to the chief minister, with Rizvi reportedly claimining that only the CM could relax the rules. Jupally is said to have asked the officer to cite the rule supporting this stance. In one distillery case, the minister's order for issuing a letter of intent on Dec 14, 2024, also remained unimplemented despite repeated reminders.Efforts by TOI to contact Rizvi for his response were unsuccessful. Hyderabad: Sources said IAS officer Rizvi is in discussions with a leading city-based corporate hospital for a senior management position.
