Kolkata: Acting on an order from Election Commission, district magistrates are issuing show-cause notices to the booth-level officers in Bengal who are staying away from election duty. EC has also asked the departmental secretaries concerned to start proceedings against the BLOs.Around 1,000 of the 81,000 BLOs -- appointed from among govt employees, including schoolteachers -- have not yet joined poll duty, sources said.Many of the 1,000-odd BLOs had moved Calcutta High Court seeking exemption from election work but the plea was turned down and the petitioners were told to discharge their responsibilities unless they had a valid reason to abstain.Initially, sub-divisional officers, who are functioning as electoral registration officers, had issued show-cause notices to the absentee BLOs asking them to reply within 72 hours why disciplinary action would not be taken against them for their deliberate non-cooperation, in violation of Section 32 of the Representation of the People Act, 1950. The notices said the unwillingness to report for duty was being seen as wilful negligence.As the replies of many BLOs were found unsatisfactory, the DMs concerned are issuing fresh show-cause notices to them. The officials getting such notices have three days to reply."Over 500 BLOs have already been issued show-cause notices," said an EC official. "This has been going on for some time. If needed, FIRs can be lodged against the BLOs. Those found guilty of ignoring official duty related to the preparation or revision of electoral rolls can be imprisoned for three months to two years."The official said many BLOs have submitted bogus medical reports to skip duty. Some others said they travel around 100 km daily to their workplace and back home and expressed their inability to get involved in poll duty. Several BLOs have handed a memorandum to the chief electoral officer saying they are fearing attacks and pleaded for security."All the pleas are being scrutinised. Those who have come up with genuine reasons will be exempted from duty," the EC official said.The BLOs were told at a meeting with deputy election commissioner Gyanesh Bharti and CEO Manoj Agarwal a fortnight ago that they would be involved in the special intensive revision of the electoral rolls ahead of next year's assembly polls.Chief election commissioner Gyanesh Kumar on Wednesday held a meeting with all CEOs to review preparations for the nation-wide rollout of the SIR.
