Kolkata: West Bengal Chief Minister Mamata Banerjee on Thursday raised questions over the fresh electoral roll revision guidelines issued by the Election Commission of India (ECI) ahead of Bihar assembly polls scheduled this year. Expressing apprehensions, Banerjee said that these fresh guidelines might be implemented in Bengal ahead of the assembly polls in 2026. Speaking to ET, Banerjee said that she has apprehensions that these guidelines may be even worse that National Register of Citizens (NRC), if implemented. "How will poor people get documents? Are they doing this to establish the NRC? What is their intention?" Banerjee questioned. "We have received two letters from the ECI. Other political parties will also get them soon. Although they said it is for Bihar, this will be applicable in other states as well. It is a major concern. They have introduced two declarations forms for getting inclusion of names on the voter list. One is declaration that a person is above 18. The second one is Annexure D which says that one has to declare if a person was born between 1.7.1987 and 2.12.2004, a new declaration form must be submitted along with the parents' birth certificates to enrol their names in the voters' list. I am not able to understand this properly," Banerjee said. "The ECI says that parents' birth certificates must be submitted. What is going on in the name of full enumeration? This letter was published in Bihar on June 24. We have got a copy. The political parties must study the matter," Banerjee said. "Then what about those born before 1987? Are they not Indian citizens? The country became independent in 1947. So why are they targeting 1987 to 2004? I do not understand their plan. Why have they targeted this bracket? Will the young generation not vote?" Banerjee questioned. "You are targeting people born between 1987 and 2004, which means those aged between 21 and 37-38. Will everyone have their parents' birth certificates?" she pointed out. Banerjee alleged that though ECI is calling this as 'Special intensive revision', "with only 2-3 months are left for the Bihar polls, they are actually targeting Bengal and its people." "The ECI cannot do this unilaterally without consulting the other recognised political parties. We live in a democratic and federal country. All registered parties play a key role. They cannot say the entire voter list will be restructured. We have already seen how voters from Haryana and Rajasthan were included in the list. All political parties and elected governments are not bonded labour. Ideologies might be different," Banerjee said, pointing out at the duplication of the names in the voter list in Bengal. "India is a democratic nation. The system of federal democracy prevails here," the Chief Minister said. "Every party has its booth-level agents and they [ECI] sort all their data by sending letters to us. Why should I declare their secrecy? Will the media ever disclose their sources? Why should I share my data?" Banerjee said. She urged the ECI to rectify the electoral roll with proper guidelines that no valid name is deleted. Banerjee is in Digha to participate in the Ratha Yatra festival of the newly-inaugurated Lord Jagannath temple there on Friday.
