Hyderabad: Taking a serious view of the alleged custodial torture of a farmer at the Kollapur police station, Telangana high court has ordered the Nagarkurnool superintendent of police (SP) to conduct a detailed inquiry into the incident. Apart from the inquiry report, the court also directed police to submit CCTV footage of the police station for the day.Justice NV Shravan Kumar, while issuing directions, also issued notices to the principal secretary, home department, the director general of police, Nagarkurnool SP and the station house officer, Kollapur, and adjourned the matter to Nov 6.The judge passed the directions while hearing a petition filed by Chirumani Balaraju, a farmer from Mulachintalapalli village under Kollapur police station. Balaraju's counsel K Venkata Reddy informed the court that on Sept 13, one Goda Kurmayya illegally dumped gravel and stones on the petitioner's land at Mulachintalapalli village. "When he insisted Kurmayya remove the gravel, his brother and his wife abused the petitioner in filthy language and physically assaulted him," Venkata Reddy stated.Subsequently, on Sept 17, Balaraju approached the Kollapur police station to lodge a complaint against Kurmayya. However, instead of receiving a complaint and acting on it, sub-inspector Rishikesh and constables Jayaraju and Ghouse illegally detained him at the police station between 11am and 3pm and tortured him with belts and lathis, Venkata Reddy further added. Later, he was released."This act of the cops is not just brutal torture but an attempt to kill the petitioner in violation of the constitutional rights and the Supreme Court guidelines," argued Venkata Reddy. He urged the court to initiate disciplinary action, conduct a judicial inquiry into the alleged incident, provide just compensation to the petitioner for the physical and mental agony, and register criminal cases against the police personnel under relevant sections of the Bhartiya Nyaya Sanhita.Recording the submissions, the judge ordered an inquiry and directed the superintendent to submit the CCTV footage for the time Balaraju was allegedly detained and tortured at the police station.
