Bengaluru, Oct 19 (UNI) The Karnataka High Court, in a special sitting today, directed the convenor of RSS in Kalaburagi Ashok Patil to submit a fresh application to hold a peaceful march in Chittapur Town on November 2. The court, however, clarified that it had not yet decided whether the march can happen. Chittapur is the constituency of state minister and senior Congress leader Priyank Kharge who had recently urged the Karnataka government to ban all RSS activities in government schools, colleges and temples, which drew sharp reactions from RSS and BJP leaders. The matter came to the court after the authorities did not consider RSS's earlier request to hold the march on October 19. The Executive Magistrate had rejected that request on October 18, saying other groups also planned rallies at the same time and place. Justice MS Kamal asked if the march could be held on another date. The petitioner's lawyer, Senior Advocate Arun Shyam, suggested November 2. The state's Advocate General, Shashikiran Shetty, said the government would provide a suitable place for the march. The petitioner said that if the authorities allowed the route mentioned in their earlier application, it would meet the group's needs. The lawyer also assured the court that the organisation would maintain peace, cooperate with the government, and provide volunteers. The court accepted this as a promise. The court directed that the fresh application, with details of the route, place, and time, should be submitted to the Deputy Commissioner of Kalaburagi, with copies to the local magistrate and police. The authorities must review it and suggest a suitable place, then report back to the court by October 24 at 2.30 p.m. The court also said there is no specific law requiring prior permission for marches, except some police rules and past government orders.
