Bengaluru: Close on the heels of the Supreme Court's recent directive on regulating the bursting of crackers during Deepavali celebrations in Delhi-NCR (National Capital Region), the Karnataka State Pollution Control Board (KSPCB) resolved to enforce similar restrictions across the state.It decided to permit the bursting of crackers only between 8pm and 10pm on Oct 21 and 22.The board also directed all district administrations to intensify the crackdown on illegal storage, sale, and trading of non-green (non-eco-friendly) crackers.In an effort to reduce air pollution levels during the festival, the state govt has consistently regulated the sale and bursting of crackers in Karnataka. The sale of crackers containing heavy metals was banned, and only eco-friendly green crackers have been permitted since 2018, though enforcement has been lax. With growing public demand across the country for stricter enforcement in view of the health hazards posed to children, the elderly, and those with respiratory issues, KSPCB decided to align fully with the apex court's guidelines.Both KSPCB and environment and ecology minister Eshwar Khandre reaffirmed that only green crackers would be allowed this year. "Even though the latest Supreme Court guidelines are specifically applicable to the National Capital Region (NCR), we are taking them seriously and adhering to the 2018-19 directions issued by the apex court. Accordingly, we will permit the bursting of crackers only for a two-hour duration between 8pm and 10pm on festive days," a senior KSPCB official explained.The KSPCB regional officers, along with deputy commissioners and superintendents of police, have been instructed to act strictly against those selling or stocking crackers that contain heavy metal oxides or contribute significantly to air pollution, the official added.KSPCB chairperson PM Narendra Swamy told TOI that the board is reviewing the latest Supreme Court guidelines."The SC has specified a time window for bursting crackers and the identification of designated zones in Delhi. However, the air pollution situation in Bengaluru and other parts of Karnataka is not comparable to that of Delhi. We have been advising citizens to restrict cracker bursting to the permitted hours. If any revision is needed, the board will take a decision in a day or two. A meeting in this regard is scheduled for Friday," said Swamy.Hosur holds appeal for Bengaluru buyersThere has been a poor response from traders seeking licences to set up cracker stalls in the city, according to sources in the Bengaluru Urban district administration. "Very few traders have applied for licences this year, as many Bengalureans prefer buying crackers from Hosur, across the Karnataka-Tamil Nadu border, where prices are lower and discounts higher," an official said."So far, we have issued permits to only 23 shops in Bengaluru Urban, most of which are operated by established traders engaged in retail distribution. Our officials, along with police personnel, are monitoring these shops closely to ensure that only eco-friendly green crackers are sold," the official added.Contrary to the poor response in Bengaluru Urban district, police in the rest of Bengaluru have received an overwhelming number of applications to set up cracker shops in various playgrounds. Police commissioner Seemant Kumar Singh told TOI that this year, they have received around 3,000 applications, almost double the number compared to last year. "The Greater Bengaluru Authority (GBA) has granted permission to set up firecracker stalls in about 87 playgrounds, where around 411 stalls can be accommodated as per the safety norms and guidelines issued by the state govt," he said.According to another senior city police officer, a lottery was conducted Thursday evening. In the first phase, about 375 traders have been selected.Singh cautioned that strict action will be taken against any trader found storing or selling firecrackers illegally, warning that vigilance squads and jurisdictional police have been instructed to conduct surprise inspections and crackdown on violations.
