Chennai: This Diwali, only green crackers using formulations approved by CSIR-National Environmental Engineering Research Institute (NEERI) are permitted. These have smaller shells and reduced chemical content, a move expected to have a significant impact on both air quality and noise levels. However, some quantities of regular crackers still find their way into the market, as experts say enforcement remains patchy.As per a Supreme Court order, only eco-friendly green firecrackers are permitted across India. Only those approved by NEERI can be sold and used. So far, over 1,000 manufacturers in TN submitted their cracker compositions and obtained certification from NEERI."It is a year-long process. Manufacturers were directed to use green chemicals and adopt improved formulations that cut particulate matter (PM) emissions by at least 30%, besides reducing sulphur dioxide (SO₂) and nitrogen dioxide (NO₂) levels. The rules mandate smaller shells, elimination of ash, and use of dust-suppressant additives," said a source from NEERI.The process is elaborate. "Manufacturers must submit the cracker composition to us. We test it at our premises and compare its emissions with 2015 levels. The reports are sent to Nagpur, and certification is issued. Based on this, the Petroleum and Explosives Safety Organization (PESO) grants licences. If defects are found, manufacturers are asked to correct the formulation and reapply," the source said.In Tamil Nadu, NEERI carries out testing at the Fireworks Testing and Research (RACE) Facility in Sivakasi. "We check for barium content, ensure sound levels remain below 125 decibels, and assess light emission levels, among other parameters. Makers need to reapply for certification only when they alter the composition," the source added.Environmental expert and former Anna University professor Joseph Kurian said smaller crackers mean less pollution. "The use of less hazardous chemicals and smaller shells reduces pollution levels. NEERI has laid out detailed guidelines," he said.Cracker dealers in Chennai claim they sell only green crackers. "Manufacturers follow the prescribed norms and send us certified products. We sell only green crackers. Chinese ones don't infiltrate our markets," said Sheikh Abdullah of the Chennai Crackers Dealers Association. "Even buyers are more aware now," he added.But, some sellers admitted regular crackers and Chinese variants are still available. "Some customers prefer only loud crackers," said one dealer. While Indian industry follows the green formulations, Chinese crackers continue to enter the market illegally. Many smuggled crackers contain toxic elements such as arsenic and mercury, which pose health and environmental hazards. "But we need to intensify checks at all ports," said TN Fireworks and Amorces Manufacturers Association president Ganesan Panjurajan.
