Gurgaon: The district administration has rolled back its blanket ban on firecrackers, opting instead to allow the sale and use of only green crackers for a limited period during Diwali.The move comes a day after the administration's initial prohibition -- prompted by the need to comply with the Supreme Court's guidelines, which permit only certified green crackers in NCR.On Thursday, deputy commissioner Ajay Kumar announced the amended order, specifying that green crackers certified by NEERI (National Environmental Engineering Research Institute) can be sold from Oct 18 to 20 and used for restricted hours on the day before Diwali and Diwali day itself.Bursting of crackers will be allowed only from 6am to 7am and from 8pm to 10pm on these days. The sale will be restricted to traders licensed by the Petroleum and Explosives Safety Organisation (PESO), and only at locations designated by the district administration in consultation with police and pollution control authorities.The Supreme Court, in its latest directive, has been very clear in permitting only green crackers -- those that meet specific environmental standards and are certified by NEERI -- for sale and use in NCR.To enforce the new rules, the district administration has set up monitoring teams at both district and block levels. These teams, comprising cops, district officials, and representatives from the Haryana Pollution Control Board, will oversee cracker sale at designated points.They have been tasked with verifying that only products listed on NEERI's website and bearing the required QR codes are sold. Regular inspections and sample collections will be conducted, officials said, and any violations will result in seizure of non-compliant products and cancellation of licences or registrations.Despite these measures, officials admitted there were significant limitations. "We can only check the labels," one official acknowledged, noting the lack of a foolproof mechanism to verify whether crackers marketed as green are genuinely compliant."Given the short time frame, a comprehensive certification of all crackers in the market is a challenge," he added.The administration's order also reiterated a complete ban on firecrackers containing barium, as well as string firecrackers, both of which are prohibited under the apex court's directives. "Any non-green crackers found for sale or in possession of people will be seized immediately. The sale or purchase of firecrackers through e-commerce platforms is strictly forbidden," the official said.To monitor the environmental impact, the regional officer of the pollution control board has been asked to track air quality in real time and upload data to relevant govt websites. "All departments, boards, corporations, and residents have been asked to cooperate fully. Regular raids and inspections will be reported daily to the deputy commissioner's office," the official said.Violators of the revised order will face punitive action under the BNSS, Section 15 of the Environment (Protection) Act, 1986, Explosives Act, 1884, and Explosives Rules, 2008.
