Chandigarh: The Chandigarh administration has issued strict guidelines for sale and use of firecrackers during upcoming festivals, including Dussehra, Diwali, and Gurpurb. In an official order released by deputy commissioner Nishant Kumar Yadav, only green crackers certified by CSIR-NEERI will be permitted, in accordance with directives of the Supreme Court and National Green Tribunal (NGT).The use of firecrackers on Dussehra will be allowed only during effigy burning. For Diwali, firecrackers can be used strictly between 8pm and 10pm, while on Gurpurb, permitted windows are 4am to 5am and 9pm to 10pm.The order also bans the sale and use of joined firecrackers, commonly known as series crackers or "laris," even if they fall under the green category. Such crackers are known to cause excessive air and noise pollution, as well as contribute to solid waste. Only licensed traders will be allowed to sell firecrackers, and they must ensure that only those permitted under the DC's order are available for sale.In a move to curb unauthorised distribution, e-commerce platforms have been prohibited from accepting online orders or facilitating the sale of firecrackers within the Union Territory. Additionally, bursting of crackers is strictly forbidden in silence zones, which include areas within 100 metres of hospitals, nursing homes, healthcare centres, educational institutions, courts, religious places, and any other zones designated by authorities.To ensure compliance, all relevant departments have been instructed to implement the order rigorously. Police have been tasked with monitoring firecracker usage and ensuring it occurs only within the designated time slots. Station house officers (SHOs) will be held personally accountable for any violations occurring within their jurisdiction.These measures aim to reduce pollution and maintain public health and safety during the festive season.
