MUMBAI: The state transport authority has approved a minimum bike taxi fare of Rs 15 for the first 1.5 km, and Rs 10.27 for each subsequent km. Bike taxis may start by month end or early Oct by aggregators Ola, Uber and Rapido, whose applications were approved among four received. Transport minister Pratap Sarnaik said all three can start operations on a pilot basis across MMR from Tuesday. The aggregators have been given a provisional licence; the minister said, "They will have nearly a month to seek a permanent licence," by fulfilling the state's bike taxi GR conditions.The transport department fixed the fare for bike taxis using the Khatua Committee formula, which was previously used to determine fares for autorickshaws and taxis across MMR. According to a govt notification, the aggregator firm will have to maintain a call centre or operate as an aggregator through an authorised call centre or web portal -- something missing in some cab aggregators at present.A senior official from the transport commissioner's office said, "We had several complaints of bike taxis being operated illegally across MMR. We conducted several checks and surprise raids and registered FIRs, bringing down cases of unauthorised operations." He said that in the recent past, RTOs from Mumbai, Thane, Vashi and Panvel had 20 special squads which cracked the whip on 123 illegal vehicles, including 78 illegal bike taxis (mostly Rapidos) and 45 other categories of vehicles, including private cars transporting passengers without valid state permits.He said they were "mostly Rapido bikes", adding that the campaign continued with the same 20 special RTO squads across MMR. "If there is a rule to obtain a state permit for such operations, they should fall in line, pay the necessary revenue to the state and obtain permits," said state transport minister Pratap Sarnaik, who caught a Rapido biker near Mantralaya a couple of months ago.The govt has also come out with a gazette in which guidelines specify: "The driver needs not just a valid commercial driving licence but also a public service vehicle (PSV) badge (similar to an auto-taxi driver). He needs to have adequate knowledge of the roads and routes of the area of operation so that passengers are not inconvenienced." Drivers aged 20-50 must possess commercial licences and undergo police verification. Police verification is done at the time of induction, and drivers should have zero criminal convictions, it stated.A Uber spokesperson said, "The decision... is a win for commuters and earners alike.
