How India can leverage its new brain power

India's Global Capability Centers (GCCs) are evolving from cost-saving back offices to innovation hubs, driving global product development and digital solutions. With over 1,600 GCCs currently, projected to generate $121 billion in revenue by 2030, India is becoming a strategic innovation powerhouse. For decades, India has been perceived globally as the world's back office, a reliable destination for IT services, business process outsourcing, and support functions. But in recent years, this narrative has undergone a dramatic transformation. At the heart of this shift is the rise of Global Capability Centers (GCCs). These centers, once created primarily to reduce costs, are now becoming engines of innovation, research and product development. India is no longer just executing tasks for multinational corporations (MNCs); it is helping lead innovation at a global scale. India's GCCs are no longer in the shadows of their global headquarters. They are emerging as the brains behind breakthrough innovation, the architects of next-generation digital solutions and the strategic drivers of enterprise transformation. To sustain and amplify this role, India must invest in talent, infrastructure, policy, and branding. The potential is enormous not just for corporate India, but for the nation as a whole. If leveraged correctly, GCCs could well be the foundation on which India builds its global leadership in innovation and technology. This new era positions India not merely as a provider of talent but as the strategic brain powering the future of global enterprises. India has witnessed rapid growth in the number and scale of GCCs. Major global players such as Google, Microsoft, Shell, Goldman Sachs and Bosch have set up sophisticated centers in India that go well beyond traditional support roles. India currently hosts more than 1,600 GCCs, with this number expected to rise to 1,900 by next year. A Nasscom-KPMG report highlights that the market size for GCCs has reached $60 billion, up from $19.6 billion in 2014-15 and more than doubling to $46 billion in 2022-23, reflecting an 11.4% compound annual growth rate (CAGR). Between 2018-19 and 2023-24, GCCs created over 600,000 new jobs, bringing the total to more than 1.6 million. The sector's prospects look even brighter. According to the latest Economic Survey, GCCs are projected to generate $121 billion in revenue by 2030, approximately 3.5% of India's current GDP, with $102 billion expected to come from exports There are several reasons why India has emerged as the destination of choice for these capability centers. The country boasts one of the deepest talent pools in the world, producing over 1.5 million STEM graduates annually. It offers a compelling cost-to-value advantage which means not just lower costs but high productivity and innovation at scale. The presence of a mature tech ecosystem, including startups, R&D labs and academic institutions, further enhances India's attractiveness. The fundamental transformation of GCCs lies in their evolving mandate. Earlier, most centers focused on repetitive, transactional tasks such as IT maintenance, finance operations and HR support. That is no longer the case. Today's GCCs are being entrusted with core business functions and global innovation responsibilities. Many GCCs in India now own end-to-end product development for global markets. They are building AI and machine learning models, leading digital transformation initiatives, and operating as global cybersecurity command centers. These roles are not peripheral. They are mission-critical. And the fact that MNCs are trusting India with them reflects a profound shift in both capability and credibility. There are several factors fueling the emergence of GCCs as India's new innovation hubs. There is a growing sense of strategic autonomy within Indian GCCs. No longer mere extensions of headquarters, many centers now drive independent roadmaps, manage budgets and make key architectural decisions. This independence is fostering a culture of ownership, risk-taking and problem-solving. The quality of leadership within Indian GCCs has matured significantly. The heads of these centers are no longer mid-level operations managers. They are strategic thinkers who often work directly with global leadership and boardrooms. Many have international experience and a deep understanding of both Indian capabilities and global business contexts. There is tighter integration between Indian GCCs and the global R&D ecosystem. Indian teams are co-authoring patents, launching global pilots and shaping product strategies. Some centers are even functioning as the primary innovation hubs for their parent companies. "The GCC of today is no longer an extended workbench. It is also a reinvention engine or something like an extension HQ which is very deeply aligned with the business," Ujjwal Jyoti, managing director, GCC sales lead, Accenture in India, told TOI recently. Pankaj Jain, head of Microsoft Office Suite & AI, centre head, Microsoft IDC Noida, has told TOI how Microsoft's Indian operations have achieved complete parity with global headquarters, operating as a fully integrated part of the company with equal standing to any other global location. The impact is evident in products millions use daily, with AI-powered features in Word, Excel, and PowerPoint, including automated presentation creation, developed by teams based in Noida. The Australian banking sector provides another compelling example of this global-local dynamic. Vikas Malik, technology executive, NAB Innovation Centre India, told TOI how NAB's Indian centre leverages local talent diversity to solve global challenges. "We have talent from so many different banks. We have talent from people who worked on tech like UPI and then we have talent that we have got from product companies. So if you use the diversity that we have, that can do the magic," he explained. While the momentum is strong, India must take deliberate steps to fully harness the strategic potential of GCCs. First, policy support is essential. Regulatory clarity, simplified compliance norms and incentives for R&D and intellectual property creation can go a long way in making India even more attractive for global innovation mandates. Also, India must double down on talent development. Building robust physical and digital infrastructure can support the next phase of GCC growth. There is a need to rebrand India on the global stage, not just as a source of affordable tech talent, but as a strategic innovation powerhouse. Telling the success stories of India-led innovation across industries will help reposition the country's image and attract higher-value mandates. Recent GST reforms will directly bolster GCC operations in India not just with tax adjustments but also helping them with enhanced global competitiveness, cost structures and cash flows. The Confederation of Indian Industry (CII) on Sunday suggested a framework for a National GCC Policy that can position the country as the global headquarters for innovation-driven GCCs, generate 20-25 million jobs and contribute up to $600 billion in economic impact. The framework for National GCC Policy, encompasses the setting up Digital Economic Zones, deepening industry-academia partnerships and establishing a GCC Council for inter-ministerial coordination and centre-state alignment. The implementation of the National GCC Policy framework, alongside the Model State Policy, can double India's GCC footprint by 2030, and make India the world's premier architect of enterprise innovation, the industry lobby argued. It was proposed in the Union Budget 2025-26 that a National Framework will be formulated as guidance to states for promoting Global Capability Centres in emerging tier II cities. The framework suggested by CII calls for clear performance metrics for job creation, innovation, exports, and regional spread, with feedback loops for continuous policy improvement and adaptive strategies to respond to global market and technology shifts. It calls for national GCC growth to be integrated with initiatives such as Smart Cities and Gati Shakti to promote Tier-II and Tier-III cities as alternative hubs. This requires addressing gaps in transport, utilities, and Grade-A office infrastructure, thereby ensuring balanced and inclusive regional growth. Moreover, GCCs should be encouraged to act as R&D powerhouses for global companies, supported by corporate venture capital arms and innovation linkages with start-ups. Incentives for ESG-led innovation -- ranging from green infrastructure to responsible AI adoption -- should be built in, ensuring alignment with India's net-zero commitments and sustainability goals, suggests the framework. The framework is anchored in three pillars -- national direction, enabling ecosystem, and measurable outcomes -- supported by four critical success factors: talent, infrastructure, regional inclusion, and innovation. The GCC revolution is more than just a business trend. It is a strategic national asset, India's new brain power that will drive global business and tech innovation. As India becomes central to the innovation agendas of global firms, it finds itself in a position of unique influence. The country can now shape not just the operations of global enterprises, but their technological and strategic direction. (With agency inputs)
