Lucknow, Aug 14 (UNI) Addressing the State Assembly today, Uttar Pradesh Chief Minister Yogi Adityanath firmly dismissed the Opposition allegation of shutting down 29,000 schools in the state. He said the state's education system is now stronger and more modern, clarifying that no schools are being shut, instead, those with under 50 students and within a one-kilometre radius are being merged into integrated campuses with better facilities. The added, "This school pairing initiative aims to achieve a 22:1 student-teacher ratio and raise education quality." Recalling the situation before 2017, the CM said that 1.56 lakh basic and affiliated schools in the state suffered poor infrastructure, an imbalanced student-teacher ratio, and the highest dropout rate in the country. He added, "Under the School Chalo Abhiyan and Operation Kayakalp, launched in July 2017, public representatives, administrative officers, villagers, and alumni were encouraged to adopt schools. As a result, schools today have improved flooring, separate toilets, drinking water, electricity, solar panels, digital libraries, smart classes, playgrounds, and proper seating arrangements. Children receive two free uniforms, bags, books, shoes, and socks." CM Yogi said, "Bal Vatika and Pre-primary classes (LKG, UKG, and nursery) will be introduced for children aged 3-6 years in schools. A Rs 100 crore special package has been sanctioned under the CM Nutrition Mission to provide a nutritious diet to children suffering from malnutrition and anaemia." Highlighting the progress, the CM said that since 2017, dropout rates have significantly declined and 40 lakh additional children have enrolled in schools. Under Project Alankar, 75-year-old intercolleges are being renovated with new laboratories, smart classes, and drinking water facilities. He added, "Courses in Artificial Intelligence, Robotics, and Space Technology have been introduced in 150 government ITIs. The state has also established 71 new government colleges and several universities, while 50 lakh youth have been provided tablets and smartphones under the Digital Education initiative." On employment, CM Yogi said, "Prior to 2017, recruitments were marred by irregularities and bias. Since then, 8.5 lakh youth have been employed, including 1.75 lakh women, raising female workforce participation from 13.5% to 35%. The unemployment rate has fallen from 19% to 3%. Through CM YUVA, training and screening systems were introduced, enabling over 1.65 crore youth to gain employment across sectors. Today, UP is home to 7,200 startups and 50 incubators." He added, "In the police force, 62,200 new personnel have been recruited. Training capacity has expanded from 3,000 to 60,000, and residential facilities have been upgraded from dilapidated barracks to modern high-rise complexes. Cybercrime, identified as a major challenge, is now being tackled with one cyber police station in each of the 75 districts, compared to just one in Gautam Buddha Nagar before 2017. A dedicated cyber headquarters is being established, and cyber help desks are now operational in every police station in the state." He criticized the opposition's so-called 'vision,' noting that in 70 years they failed to put UP on the development path, leaving incomplete networks and stagnant investments. Between 1947 and 2017, the state had just two expressways, under 12,000 km of national highways, few airports, no rural connectivity and no industrial policy. The Chief Minister criticized the Opposition, saying previous governments destroyed the state's industrial infrastructure. Kanpur was left in ruins, traders and entrepreneurs were extorted weekly, and MSME clusters were pushed to the brink. He noted that traditional industries, which largely support the poor and backward communities in villages, suffered greatly under their rule. He further said that his government promoted traditional industries, worked on training, technology, and packaging, and provided toolkits without discrimination. CM Yogi termed the opposition's PDA (Pichhda, Dalit and Alpsankhyak) slogan as a ploy to deceive the public and said his government has truly worked for Pichhda (backward), Dalit and Alpsankhyak (minority) artisans. In contrast, Yogi described his tenure as a period of excellent connectivity by water, land, and air. Capital expenditure increased from Rs 69,789 crore in 2017 to Rs 1,47,719 crore in 2025. The number of expressways rose from two to 22, including 7 operational, 5 under construction, and 10 proposed expressways forming the country's largest network.
