Ahmedabad: A new disclaimer uploaded on Gujarat Police's Citizen Portal has triggered concerns over its impact on the effectiveness and accessibility of digital policing. According to the disclaimer, no action will be taken on an online complaint if a complainant fails to physically visit the police station within three days of filing it.The clause -- uploaded without any public announcement -- contradicts the very principle of citizen-centric, technology-driven governance, sources said. The message on the website reads: "It is mandatory for the complainant to visit the police station for signing the complaint within three days after registering it. If the complainant does not visit the police station within three days, no action will be taken on such complaint."It has left people and experts divided. Sources said that this move could mar the govt's vision on enhanced public convenience. In 2022, the minister of State for home, Harsh Sanghavi, while promoting the online complaint facility as a cornerstone of modern policing, had asserted that filing basic complaints like theft of a phone or car should not require physical presence at a police station. They added that it's ironical that policemen visit a passport applicant's residence for verification, but this onus falls on a complainant who has notified an offence online. Legal experts and activists argue that such conditions could discourage the use of online platforms and lead to injustice, especially for citizens who are elderly, ill, or live far from police stations. There has been no explanation from the home department on norm. Advocate Jayendra Abhavekar called the new diktat unconstitutional. "Govt or police cannot fix the timeline or deadline for a complainant to lodge a complaint. If a person is unwell, elderly, or unaware of the police station, then how can his rights for filing a complaint be refused?" asked Abhavekar.Utkarsh Dave, a high court lawyer, defended police action, saying if a complainant is not present, then how would the probe proceed?
