Pune: Accountancy firm employee Prakash Sammour was waiting for an autorickshaw near BT Kawade Road last week when a young man on a two-wheeler approached and offered to drop him to his workplace near the Lohegaon airport. The rider claimed that he had been providing the service for a month, transporting many people daily. "He quoted Rs 250 for the ride to my workplace. I, however, declined because of safety reasons. I knew that bike taxi services were unavailable in Pune," Sammour said.Earlier this week, the state transport commissioner's office issued show-cause notices to Ola, Uber and Rapido in Mumbai for operating bike taxi services without licences. Similar unlicensed bike taxi services are operating in Pune too, albeit covertly and independently, without the involvement of aggregators.Lullanagar resident Rahil Shaikh had an encounter with a bike taxi driver last week. "It was drizzling and I needed to reach Koregaon Park urgently. Autorickshaw drivers were refusing trips, but this bike taxi driver offered me a ride for Rs 300, which I negotiated down to Rs 275. Despite the lack of helmet, I accepted, and he dropped me within 25 minutes, saving me time and hassle," Shaikh said, adding, "The transport department should legalise bike taxis without delay and consider allowing e-bikes for operations."An RTO official, however, denied coming across any bike taxi service providers. "If there are specific cases of bike taxis operating illegally, we will investigate and take action. People can approach RTO with complaints. It's clear that bike taxis are not permitted in Pune, and operating them is illegal," the official said.Last Wednesday, state transport minister Pratap Sarnaik spotted an illegal bike taxi rider in Mumbai, following which the state home department issued a gazette notification outlining rules for bike taxi operations. The new regulations require aggregator firms to obtain a licence before operating bike taxis, with a specific stipulation that only e-bikes are permitted for such services.State transport commissioner Vivek Bhimanwar said those interested in operating bike taxis needed to submit an application. "Once applications are filed, they will be reviewed, and if all regulations are met, the licence to operate will be granted," he said.On the illegal operations of bike taxis in Pune, he said, "If we come to know about it, strict legal action, including filing of an FIR, will be initiated."A prepaid autorickshaw driver at the airport said bike taxi operators worked late in the evening. "They're cautious because they'd face trouble if recognised by auto drivers. For solo passengers with light luggage, the service is convenient, but safety concerns persist due to their illegality. The police should crack down on them," he said.
