Pune: Civil aviation experts sought more action against rampant and illegal construction activities near Lohegaon airport, citing that flights' funnel zone was at risk of being compromised.Referring to the Pune Municipal Corporation's action this week against illegal under-construction buildings in the vicinity of the airport, the experts said too little was being done too late. An Indian Air Force (IAF) veteran, requesting anonymity, said rampant construction around airports couldn't have happened without collusion."This is a huge problem. No one is speaking about it. Collusion between law enforcers, builders, politicians and aviation officials may be one of the reasons behind the surge in constructions," he said.Constructions near the Lohegaon airport are governed by regulations based on a colour-coded zone map. Permission from the defence ministry is needed for any constructions in the red zone, within 3km of the airport. The blue zone extends for 9km after the red zone. The PMC must conduct plinth checks before approval to any constructions in this zone. An NOC from the defence ministry is needed for any elevated construction in these zones.Air Marshal Bhushan Gokhale (retired) said, "When I used to fly from the NDA, all I could see was the Yerawada jail and the mental hospital. Then areas like Kalyaninagar started to develop and the construction is unstoppable now."He said, "The instrument landing system (ILS) on aircraft and runways is crucial for safe landing of planes. The approach funnel is created in such a way that there is no obstruction in it. No signal should emit via any medium in these areas that can obstruct the ILS. People don't pay any attention to it."He said, "In general, the approach funnel caters for a 3° glide slope. When commercial aircraft were allowed to land in Amritsar, some IAF (Indian Air Force) installations had to be removed to make way for the funnel, having lateral and vertical measurements as well."Gokhale said, "If we look at Lohegaon now, there are establishments like Symbiosis and housing societies towards the lateral sides. So, till what distance is this allowed and how many floors these can accommodate are important to know because once establishments come up, demolition is a big challenge."The other important aspect is the security part because of these constructions. Gokhale said, "Whether any checks are carried out or not is a question to be asked because builders are happy to sell these structures to anyone without verification. I was in the US Air Force for a year. There is nothing around the airport there for 1km. On the contrary, here we have seen cases when the boundary wall of the IAF station is used as a wall for a house."PMC has been conducting a door-to-door survey on establishments constructed in different areas near the airport. Rajesh Bankar, a senior official with the building permission department of the PMC, said, "Residents of areas like Lohegaon, Vimannagar and Dhanori areas are not cooperating when asked about the building permission documents. Many of them are not showing the same to our officials. It seems that they are afraid."An IAF veteran said, "The ICAO (International Civil Aviation Organisation) regulations define surfaces that limit the height of obstacles around aerodromes to ensure safe aircraft operations during take-offs, landings and missed approaches. The purpose of obstacle limitation surfaces (OLS) is to protect flight paths by preventing obstacles from penetrating protected airspace and to guide airport planning, including the placement of buildings, trees and other installations."Captain Arpit Manshani, a pilot, said too much emphasis was not needed on the approach funnel. IFR (Instrument Flight Rules) approaches are designed for airports after all the obstruction surveys and a lot more by AAI (Airports Authority of India). Once the IFR approach is designed, pilots have access to approach charts."This means, you don't have to look out and fly. Refer to instruments inside the cockpit and carry out precision landings. Regarding constructions, one of the requirements is getting an NOC from AAI. Builders somehow get it," he said.
