TRAI Moves On Two Telecom Fronts: SIM/eSIM Regulations For IoT Exports

New Delhi: Thursday the Telecom Regulatory Authority of India (TRAI) realised more regulatory developments in two very important areas to streamline the process of using foreign SIM/eSIM cards in export-oriented IoT devices and strengthening the railway safety infrastructure by allocating spectrum including its position as an indispensable entity to provide and shape the telecom environment in India and the myriad of technological and industrial demands. Consultation Paper on Foreign SIM/eSIM cards used in exported IoT devices TRAI published a consultation paper titled, "Regulatory Framework for the Sale of Foreign Telecom Service Providers' SIM/eSIM Cards for the Use in M2M/IoT Devices Meant for Export Purposes" after receiving a formal request from the Department of Telecommunications (DoT) dated September 17, 2024, requesting TRAI make recommendations to DoT under Section 11(1)(a) of the TRAI Act, 1997. The crux of the consultation is a regulatory grey area: To what extent and how would foreign telecom SIM/eSIM cards, now with the support of new technologies, be permitted to be lawfully imported and embedded into Indian-manufactured IoT (Internet of Things) and M2M (Machine-to-Machine) devices meant for export? As we see Indian manufacturers continuing to develop devices such as smart meters, connected automobiles, medical sensors, tracking, etc, many manufacturers, along with IoT device/Module providers, are relying on foreign network providers to remain operable and join the world. TRAI's consultation seeks to define clear terms for issuing or renewing No Objection Certificates (NOCs) for such use cases while maintaining India's telecom security standards and policy objectives. Stakeholders, ranging from IoT hardware manufacturers and telecom companies to data security experts, have been invited to submit their written comments by August 1, 2025, and counter-comments by August 18, 2025. The paper is now available on TRAI's official website (www.trai.gov.in) and is expected to fuel robust policy discussions on global interoperability, regulatory compliance, and digital trade facilitation.
