India readies a sea change for domestic shipping as well as global shipping through key bills The centre will move the Merchant Shipping Bill, 2024 and Coastal Shipping Bill, 2024 for consideration and passing during the winter session of parliament. These key legislations are aimed at holistic growth of Coastal Shipping and reducing the compliance burden for ships under the Indian flag. "The Merchant Shipping Bill deals with implementation of India's obligations under various International Conventions and technical aspects maritime and shipping sector's regulations. Coastal Shipping Bill will focus on domestic commercial and trade aspects of coastal shipping in India," a senior government official told ET. According to officials aware of the proposals, there was no separate legislation to exclusively focus on the overall development, growth and promotion of coasting trade. This is despite India having a long 7,500-kilometre coastline. "Our Modal Share of Coastal Shipping of about 6% is still very meagre as compared to other maritime nations," the official said while adding that a low modal share of coastal shipping has significant implications on increased congestion and pollution levels on key land-based trade routes and high logistic costs. Share of coastal shipping in Japan and the European Union is roughly five to six times higher, and the same is about seven times higher in China. The proposed Coastal Shipping Bill facilitates avenues for integration of coastal shipping with inland waterways. It also creates a statutory obligation for development of strategic plan for integration and for development of a database for coastal shipping. Laura More Provisions for repatriation of abandoned seafarers have been enhanced in the Merchant Shipping Bill. The hiked compensation is in line with the global regulations, and a provision has been incorporated for the obligation to arrange for replacement crew to be sent on board abandoned vessels. The new legislation facilitates registration of Indian flagged vessels without the need to visit Indian ports. Further, it proposes to enable registration of chartered vessels and temporary registration for ships sought to be recycled in India. These measures are aimed at promoting ease of doing business in this sector. It also introduces a statutory framework for regulating maritime emergency response against maritime incidents.
