New Delhi: India and Bangladesh are expected to set the tone for a bilateral framework of their relationship during the talks today and set the ball rolling to rebuild trust that had plummeted following the downfall of the Sheikh Hasina government. Khalilur Rahman, who is visiting India for the first time as foreign minister of the newly formed government led by Prime Minister Tarique Rahman, will hold meetings with Minister of External Affairs S Jaishankar, Minister of Commerce & Industry Piyush Goyal and Minister of Petroleum & Natural Gas Hardeep Singh Puri. He will emplane for Mauritius tomorrow. India's Ministry of External Affairs official spokesperson Randhir Jaiswal, while welcoming Foreign Minister Rahman yesterday, said, "India and Bangladesh share warm and historic ties anchored in strong people-to-people relations. The visit will further bolster the India-Bangladesh partnership." India's National Security Advisor Ajit Doval hosted a dinner for the visiting Foreign Minister, who arrived in India on Tuesday evening. Prof Sreeradha Datta of the OP Jindal Global University feels that both sides would like to normalise relations and avoid tricky issues like former prime minister Sheikh Hasina's exile in India. This had embittered ties between the two countries during the interim government. Prof Datta feels the focus of the talks would be more on trade, water sharing, etc., which affect people on a day-to-day basis. The Ganga Water Treaty of 1996 is expected to be raised, and the Bangladesh side may be interested in holding negotiations on it since the deadline for renewal is December 2026. Although the technical team is already in place, negotiations before the deadline will be preferred (by the Bangladesh side). Foreign Minister Rahman is accompanied by Humayun Kobir, Foreign Affairs Advisor to the Bangladesh Prime Minister, Tarique Rahman. It is to be seen whether the talks will be more structured and push to rebuild the trust. According to sources in Bangladesh, the focus of talks will be on energy, overall security issues, border management, trade and restrictions on various products. With the evolving situation in West Asia and the Gulf region, the fuel crisis has become a major issue. Bangladesh requested additional diesel, over and above what India supplies under a sale-purchase agreement of October 2017 between Numaligarh Refinery and Bangladesh Petroleum Corporation for the supply of diesel on mutually agreed terms. In response to queries in one of the weekly media briefings, MEA spokesperson Jaiswal had clarified: "While diesel exports to Bangladesh have largely continued since 2017, India's refining capacity, our own requirements and diesel availability will be factored in while taking decisions." He emphasised that the requests from Bangladesh and other countries would be examined while taking into account India's own energy requirements and availability. According to Smruti Pattanaik of the Manohar Parrikar Institute for Defence Studies and Analyses, a thaw between India and Bangladesh has already taken place following the heightened diplomatic tension after the ouster of Hasina. The indications of the thaw were clear when the new government was formed, and India's Lok Sabha Speaker Om Birla represented India at the swearing-in ceremony of the new PM. "It is now time to take it further; just thawing is not enough, there has to be some movement forward to accelerate it," she said. Talking about the groundwork being laid, she mentioned the recent visit of Bangladesh's Director General of Forces Intelligence (DGFI). According to reports, Bangladesh DGFI Major General Mohammad Kaiser Rashid Chowdhury visited Delhi after the new government came to power and met India's RAW chief and DGMI. Pattanaik underlined that the Bangladesh foreign minister had visited India as the NSA during the interim government for the BIMSTEC meeting and met his Indian counterpart here. "So he is already familiar with the people. It is just that this is the first time he is visiting India as the foreign minister," she said. On the Ganga Water Treaty, Pattanaik said there was no clarity whether there would be a new treaty or if it would be renewed or revised. "Nothing is clear at the moment."
