Thiruvananthapuram, April 7 (UNI)As Kerala prepares to go to the polls on April 9, Chief Electoral Officer Dr. Rathan U. Kelkar, IAS, has urged citizens to actively participate in what he described as the "festival of democracy," stressing that every vote counts in shaping the nation's future. In a message ahead of the elections, Kelkar emphasised that voting is not merely a right but a solemn responsibility. He said the strength of Indian democracy lies in the power of the ballot, with each vote contributing to governance and guiding the course of collective progress. Kerala has undertaken extensive voter-centric preparations in line with the directions of the Election Commission of India to ensure a transparent, seamless, and inclusive electoral process. This election will see nearly 30 new initiatives aimed at improving transparency and convenience. A major highlight is the introduction of a single-window digital platform integrating over 40 applications and websites, making services more accessible to voters and political stakeholders. Additionally, 100 percent webcasting will be implemented across polling stations to enhance transparency. The number of voters per booth has been capped at 1,200 to ensure better crowd management, and mobile phone deposit facilities have also been arranged. Technology has played a central role in preparations, with election officials trained through the eVidya digital platform alongside conventional methods to ensure efficiency. Authorities are aiming for a voter turnout exceeding 85 percent. Polling stations have been equipped with essential amenities such as drinking water, seating, shade, and ramps to ensure accessibility for all voters. Model polling stations showcasing local art and cultural heritage have been set up in each constituency. In a significant step towards inclusivity, more than 350 "pink booths" managed entirely by women have been established. Special efforts have been made to encourage participation among young voters. Out of Kerala's 2.71 crore electorate, around 4.6 lakh are first-time voters. To welcome them, the first 200 such voters at designated booths in each district will receive complimentary halwa. In districts like Thiruvananthapuram and Ernakulam, free travel arrangements have been introduced in collaboration with ride-hailing services to ensure easy access to polling stations. Static Surveillance Teams are active across the state, while Central Armed Police Forces will be deployed at sensitive locations. Complaints regarding violations of the Model Code of Conduct can be reported through the cVIGIL app, with assured action within 60 minutes. A 24×7 helpline (1950) is also operational, and dedicated cyber cells are monitoring misinformation on digital platforms. Kerala is also focusing on sustainability, with a strict green protocol encouraging eco-friendly practices and reduced plastic usage during the election process. Following a Special Intensive Revision, the state's electoral roll now comprises over 2.71 crore voters, reflecting the extensive efforts of election officials across districts. Reiterating his appeal, Kelkar called upon every eligible voter to exercise their franchise, stating that democracy derives its true strength from the active participation of its people.
