Chandigarh, Apr 7 (PTI) Indian National Lok Dal patron Sampat Singh on Tuesday lashed out at the BJP government in Haryana alleging gross fiscal management by the present dispensation. Singh, a former Haryana finance minister, alleged gross fiscal mismanagement by the Nayab Singh Saini government and betrayal of the trust of the people of the state. "The BJP says one thing and does another. The government is merely engaging in event management," he said. "During his budget speech on March 2, the chief minister had claimed that 98 per cent of the budget for FY 2025-26 had been utilised. I have the actual budget expenditure figures available for various departments till February 25, 2026, which will show the real picture of the funds utilised," Singh told reporters here. He noted that the government had made 729 announcements in the 2025-26 budget which pertained to different departments. While Rs 7,500 crore was supposed to be spent on approximately 300 of these announcements, absolutely zero funds were actually utilised, Singh claimed. He further claimed that according to the figures available till February 25, against Rs 406.12 crore allocated for subsidy on agricultural infrastructure and mechanisation under the Department of Agriculture and Farmers' Welfare, the actual expenditure remained zero. Similarly, the Department of Panchayati Raj and Development failed to spend even a single rupee out of the Rs 890 crore allocated under the State Finance Commission for rural development, Singh alleged. Furthermore, funds amounting to Rs 248 crore under the Swachh Bharat Mission and Rs 73 crore for the Karnal Smart City project remained unutilised, he claimed. Singh alleged that Rs 357 crore allocated for strengthening health services and for the National Cancer Prevention Programme was also unspent during the period of the previous fiscal. In the Education Department, the actual expenditure was zero out of a budget of Rs 310 crore earmarked for school infrastructure, model schools and major science projects, he claimed. Out of the Rs 1,415 crore allocated for major education schemes, only Rs 240 crore was actually spent, Singh claimed, adding that no expenditure was incurred on schemes worth Rs 306 crore intended to strengthen fire services. Under all urban housing schemes, Rs 1,339.90 crore remained unspent, while for rural housing, only Rs 205 crore was utilised out of an allocation of Rs 1,540 crore, Singh alleged. He claimed that not a single rupee was spent out of the Rs 1,129 crore earmarked for micro-irrigation and related schemes, and added that expenditure on the Rs 865 crore allocated for drinking water supply and regional development projects stood at zero. The Rural Development Department recorded zero expenditure on schemes worth Rs 300 crore, Singh claimed, adding that total departmental expenditure remained limited to a mere 18 per cent. He alleged that under MGNREGA, only Rs 99 crore was spent out of an allocation of Rs 446 crore, and in the Department of Social Justice and Empowerment, expenditure on various welfare schemes worth Rs 591 crore was nil. Singh accused the Department of Women and Child Development of incurring no expenditure on schemes worth Rs 221 crore, while for nutrition programmes, only Rs 6 crore was spent out of an allocation of Rs 90 crore. Out of the Rs 151 crore allocated for skill development and employment schemes, including the 'Drone Didi' and 'Sankalp' schemes, expenditure remained at zero, he claimed. Only 22 per cent of the allocated funds were spent on the 'Beti Bachao, Beti Padhao' initiative, Singh further claimed. He said these figures were compiled using data from the government's online budget allocation monitoring and analysis system. Singh alleged that the failure to spend even a single penny on these schemes constitutes gross financial mismanagement on the part of the BJP government and betrayal of people's trust.
