He walked into a bookstall on the railway platform and struck a deal with a Frenchman. The result was the Indian Railway Library -- six grey-green paperbacks, each priced at one rupee, with covers illustrated by Kipling's own father, John Lockwood Kipling.They included Soldiers Three, The Phantom Rickshaw, Wee Willie Winkie, stories of Anglo-Indian life sold at the very stations that stitched colonial India together. The stalls that carried those books are now, at last, being shut. On March 28, 2026, Western Railway issued a directive to contractors running AH Wheeler stalls across its Mumbai Central Division: suspend operations and withdraw from the stalls within 72 hours, or by March 31. Fifty-five stalls. One hundred and forty-nine years of history. Three days to pack up. The move has sparked both commercial and cultural concern. Generations of commuters recall grabbing a morning newspaper, a weekly magazine, or a last-minute novel to make the journey pass. On social media, the response was immediate and elegiac -- people listing the comics they had discovered at Wheeler stalls, the magazines they had read standing on platforms, the paperbacks that had accompanied them across thousands of kilometres of track. Tinkle, Champak, Chacha Chaudhary, Reader's Digest, A wooden almirah in Allahabad The origin story of A.H. Wheeler & Co. is almost too good to be true. In 1877, Émile Édouard Moreau was a young Frenchman of around 20, working in Allahabad as an employee of Bird & Co., which supplied labour to the expanding East Indian Railway network. Familiar with the station from daily life, he had noticed the demand for reading material, especially among first-class passengers. When a London friend concluded he had far too many books at home, Moreau offered to sell them from a wooden almirah at the station. The experiment worked beyond expectation. The company borrowed its name from that London friend -- Arthur Henry Wheeler, an established bookseller who had also helped Moreau financially. An English name, in colonial India, carried weight. The company was formally established as a partnership between Moreau, Arthur Henry Wheeler, Arthur Lisle Wheeler, W.M. Rudge, and an Armenian businessman named Tigran Ratheus David, with offices in both Allahabad and London. Within a decade, Wheeler's stalls had spread across railway stations throughout northern India. At its peak, the company operated at more than 250 stations nationwide, with over 900 bookstores, making literature and news accessible to millions of passengers and helping cultivate a culture of reading across social classes. By 1888, Wheeler's bookstalls had the monopoly on platform bookselling across India, and Moreau was thinking beyond retail. That year he struck his most consequential deal -- with a 22-year-old journalist who would go on to win the Nobel Prize. The Indian Railway Library series began as a result of an initiative by Kipling himself. Seeking funds to return to England, he approached Moreau with the proposal to publish his stories in cheap booklet form. Under the agreement signed in March 1889, Kipling received an advance of £200, along with a promised royalty of £4 per thousand copies after the first 1,500 sold. It was with this £200 that Kipling set out on a world tour through East Asia and the United States It was during this journey that the relationship began to sour. In Japan, Kipling discovered pirated editions of his own work. In New York, he found his early writings being published under American copyright laws that granted no royalties to authors first published elsewhere. Meeting publishers in London, experiencing the fruits of his growing fame, and encountering the realities of international publishing, Kipling grew increasingly aggrieved with Moreau. He later sued over unauthorised reprints of his work. The matter was eventually resolved, but the friendship was finished. The irony is that Wheeler's had, in trying to make money from Kipling, helped make him. Priced at a rupee each and sold at railway stations that often doubled as the sole bookstore for far-flung districts, the Indian Railway Library brought Kipling's stories to an Anglo-Indian readership across the subcontinent. The stalls that Moreau had built from a single wooden cupboard had become, almost accidentally, a distribution engine for one of the century's most-read writers. The end of an era The immediate cause of the closure is contractual. In 2021, the Wheeler stalls were converted into multi-purpose stalls under a revised commercial model, with a five-year agreement that expired on March 31, 2026. The contracts were not renewed due to financial reasons -- sources told the Indian Express that the stalls were generating revenue losses for Western Railway, as A.H. Wheeler did not agree to revised, higher licence fees. The stall operators, however, are not going quietly. An agent managing a prominent stall at a south Mumbai station described the decision as "arbitrary" and told reporters the operators had challenged the move in the Bombay High Court, seeking an urgent hearing and an extension, arguing that the stalls had suffered devastating losses during the Covid-19 pandemic, when suburban services were shut or restricted for months. One stall will survive -- of a kind. Western Railway has confirmed it will preserve the Wheeler stall at Mumbai Central Terminus, which uniquely retains its original design. It will not be used to sell books. What replaces them will be multipurpose kiosks -- chips, bottled water, over-the-counter medicines -- the practical calculus of a railway system serving millions of commuters who carry their reading on their phones now. There is nothing wrong with that, exactly. But something is lost when a bookstall closes that cannot be recovered when a kiosk opens. The almirah that Moreau dragged onto that Allahabad platform in 1877 was not just a place to buy things. It was a small argument, made in wood and paper, that a person waiting for a train might want something to think about while they waited. For nearly 150 years, on platforms across India, that argument held. In Mumbai, at least, it has now been lost.
