New Delhi: In a major move to fortify national security and data privacy, the Delhi government has officially commenced a phased operation to rip out and replace 1.4 lakh Chinese-origin CCTV cameras. Public Works Department (PWD) Minister Parvesh Sahib Singh announced on Wednesday that the city will transition to "secure and trusted" surveillance systems to eliminate potential espionage risks. The overhaul focuses on cameras installed during the first phase of Delhi's surveillance expansion. Of the 274,389 cameras currently managed by the PWD, 140,000 cameras were installed between September 2020 and November 2022, under the previous AAP regime. All units in this phase were sourced from the Chinese giant Hikvision. In contrast, the 134,389 cameras installed more recently (between June 2025 and March 2026) were set up under the current BJP-led administration. Data could be misused Singh framed the replacement as a critical sovereign choice rather than a mere hardware upgrade. "When you deploy such systems across an entire city, you are making a national security choice," Singh stated. He criticised the previous government for prioritising "numbers and publicity" over the integrity of sensitive data feeds, which he warned could be misused by foreign entities. "We have approved the replacement of 50,000 Chinese cameras in the first phase. Every Chinese camera installed will be systematically replaced with secure and trusted systems," he added. The move aligns with a massive federal pushback against Chinese tech. The Union government's new Standardisation Testing and Quality Certification (STQC) rules have restricted Chinese firms like Hikvision and Dahua from operating in India. Hard deadline The sale of CCTV units without STQC certification was barred as of April 9, 2025. Traders were given until March 31, 2026, to exhaust existing imported stock. Certification is now being denied to any products utilising Chinese-made chipsets, closing the door on "white-labeled" Chinese hardware. To ensure that Delhi doesn't go "dark" during the transition, the PWD will carry out the replacement alongside a "rationalisation" of the existing network.
