"India's gateway into Europe" - that's how Greek Prime Minister Kyriakos Mitsotakis described Athens' relationship with New Delhi during his visit to India in 2024, a phrase frequently used by Greek officials whenever they discuss the ties between the two countries. The same phrase was echoed by Greece's foreign minister during an interview with Indian newspaper The Hindu ahead of his two-day visit to New Delhi on Thursday and Friday. But how does India view its relationship with Greece? To understand India's perspective, Kathimerini English Edition spoke with The Hindu's diplomatic editor Suhasini Haidar. "Greece is one of a number of countries the Modi government is engaging with on the issue of trade to Europe - others like France, Spain and Italy have also seen an intensified engagement over this issue," she says, noting that a key aspect of India's relationship with Greece, and Europe in general, is the India-Middle East-Europe Economic Corridor (IMEC). IMEC is an ambitious initiative launched by India and a number of other countries, including the US, during the New Delhi G20 summit in 2023. The plan, which is seen by many as a counter to China's Belt and Road Initiative, envisions Indian goods traveling by ship to the Middle East, then by rail to Israeli ports before reaching Europe. Initially, reports suggested that the Chinese-controlled Piraeus port and ports in France and Italy were considered as potential IMEC hubs. Haidar says that India is also exploring alternative Greek ports. "We have seen reports that the Indian Adani Group, which already operates two possible hubs on the IMEC route - Mundra Port in India and Haifa Port in Israel - is in talks about terminals in Kavala and Volos, possibly Alexandroupoli too," she notes. A key aspect of India's relationship with Greece, and Europe in general, is the India-Middle East-Europe Economic Corridor (IMEC), says Suhasini Haidar But for any European port to become an IMEC hub, the rest of the route must first be developed. For now, this remains an unresolved challenge. Haidar explains that IMEC has been "virtually suspended since its launch in September 2023," due to the war in Gaza, which effectively froze Israel's relationship with the Arab countries (UAE, Saudi Arabia and Jordan) that play a key role in this project. "The largest issue for the project to go is the continuing tensions between IMEC Gulf countries and Israel," says Aidar. "When IMEC was launched, the MoU signed mandated stakeholder countries to meet within '60 days' - more than 16 months later, they have not been able to meet even once," she adds. According to Haidar there are also other issues surrounding IMEC's viability, mainly concerns about its cost-effectiveness due to its hybrid nature, its reliance on Chinese-controlled infrastructure, as well as the displeasure of countries like Egypt, Iran and Turkey, which feel bypassed by the project. Beyond their economic partnership, Greece and India have also sought to strengthen their strategic relationship through participation in joint military exercises and cooperation at the United Nations, where Greece is currently a non-permanent member of the Security Council. When asked whether this growing partnership signals a broader strategic alliance aimed at countering the close ties between Pakistan and Turkey, Haidar notes that India has historically refrained from making strong commitments in such geopolitical alignments. "While in practice, India and Greece may find common cause in their tensions with their neighbors, I don't believe either side benefits by conflating such issues with two very different countries, and India does maintain ties with Ankara," says Haidar. "India does not enter into alliances, nor does it subscribe to any strategic 'bloc.' The cooperation between India and Greece on Pakistan-Turkey, therefore, could only be tactical for coordinating positions possibly at the UN and other multilateral fronts," she adds. Haidar notes that for many years the relationship between Greece and India remained limited, and only recently have they they begun to develop it. "India and Greece are ancient civilizations with historic exchanges, but also strangers to each other in modern times, and no Indian PM had even visited Greece for a bilateral visit since the 1980s," she says, adding that this has changed with the recent visits of Indian PM Modi to Athens in 2023 and his Greek counterpart Kyriakos Mitsotakis to New Delhi in 2024, along with the signing of a strategic partnership agreement.
