New Delhi: Registrar General of India and Census commissioner Mrityunjay Kumar Narayan on Monday urged citizens to provide accurate information to Census enumerators, stating that individual data would remain confidential and cannot be used for legal or welfare purposes. Addressing a press conference ahead of the first phase of the 16th Census, he said that under Section 15 of the Census Act, individual data cannot be shared under the Right to Information Act, used as evidence in court, or disclosed to any government or private organisation. "All the individual data collected during the exercise remains confidential. It cannot be shared under the Right to Information Act, used as evidence in a court and cannot be shared with any organisation, be it government or private," he said. He added that only aggregated statistical data would be used for tabulation. The government has released a set of frequently asked questions on the Census portal to assist respondents. "Will a couple in a live-in relationship be considered a married couple? If they consider their relationship as a stable union, they should be treated as a married couple," the FAQ states. Officials said 33 questions have been notified for the first phase of housing listing and housing enumeration beginning April 1, 2026. These include details on housing materials, household composition, access to amenities, type of food consumption, and ownership of assets such as vehicles. Enumerators will also collect information on the head of the household, including name, sex, social category and ownership status of the house. The first phase of the Census is scheduled to begin in April in some states, while in Delhi it will be conducted from April 16 to May 15. On the inclusion of caste data, Narayan said it would be collected in the second phase and the questionnaire would be finalised after discussions. He said concerns over misuse of personal data were misplaced as such data cannot be used to derive benefits under any scheme. For the first time, self-enumeration has been introduced, allowing citizens to submit details digitally during a 15-day window prior to the housing listing phase notified by states and Union Territories. "Earlier, data was collected on physical paper, which took a lot of time in digitisation. We will start getting digital data right from the start, hence we will be able to issue such data very early. Many data sets will be published in 2027 itself," he said, adding that no documents are required to be furnished during the exercise. He said the self-enumeration facility would be available only to residents within the country. Data will be collected through a mobile application, with a web-based portal to monitor Census operations, while block creation will be carried out using a web mapping system. Data centres have been designated as Critical Information Infrastructure to ensure security, he said. Narayan clarified that no decision has been taken on updating the National Population Register and said it is not linked to the Election Commission's Special Intensive Revision exercise.
