Vodafone Idea (Vi)'s financial health looks set for significant improvement, if local press is to be believed. According to an Economic Times report, the government is considering a four-to-five year, interest-free moratorium on the telco's adjusted gross revenue (AGR) liabilities, which today stands at a hefty 830 billion rupees (approximately $9.2 billion at current exchange rates), straining Vi's finances to their limit. Even more good news, the government is also reportedly mulling whether to reassess the outstanding sum, potentially cutting the final amount owed by nearly half. Once the moratorium ends, Vi would be required to pay its AGR dues in six, considerably smaller instalments. That represents a tantalisingly vast improvement on Vi's existing arrangement. The current moratorium - in place since 2021 - was due to lift at the end of this year, with a first instalment of INR180 billion payable next March. The ET report claims a committee has been formed to finalise the finer points of this new plan and submit it to the Cabinet for approval. Positive movement on Vi's AGR debts emerged in November, when the Supreme Court gave permission for the government to review the telco's liabilities. Then, later in November, the Times of India reported that the Department of Telecommunications (DoT) had instructed field officers to examine Vi's AGR dues with a fine-tooth comb, looking for possible duplicate billing and calculation errors. This new ET report is yet another encouraging development, and the knock-on effects could be considerable. Reuters reported in late November that Vi plans to raise approximately INR32 billion through bond sales before the end of the year. AGR relief is highly likely to make that process go a lot more smoothly. Furthermore, earlier ET reports claimed that New York private equity firm Tillman Global Holdings is in talks to invest $4-6 billion in Vi, as long as a new AGR relief package is in place. Should Vi opt to issue new equity, it would dilute the government's stake in Vi, which today stands at 48.99%. Depending on the government's appetite for exposure to Vi, it might - as the ET posits - convert some of Vi's AGR dues to equity to maintain the size of its stake, providing yet another fresh source of funding. With the AGR issue settled and new funding in place, Vi would be in a much stronger position to mount a challenge to Reliance Jio and Bharti Airtel, which between them dominate India's mobile market. Indeed, according to the Telecom Regulatory Authority of India (TRAI)'s latest stats, Vi sits a distant third with almost 201 million mobile customers at the end of October, whereas Airtel and Jio have 394 million and 485 million respectively. Vi has its work cut out, but it stands a much better chance of reining in its rivals once it is on a firmer financial footing.
