BHUBANESWAR: Chief Electoral Officer RS Gopalan on Monday dismissed BJD's allegation of suspicious movement of EVMs from Ganjam to Nuapada ahead of Tuesday's bypoll, warning that unfounded charges could corrode public trust in the electoral system -- damage he said may not be repairable for the next 75 years.BJD, in a memorandum submitted on Sunday, alleged that a truckload of EVMs was brought to Nuapada at the last moment, raising fears of vote manipulation. Around 254,000 voters will decide the fate of 14 candidates in the Nuapada bypoll.Addressing a news conference, Gopalan said a political party accused the Nuapada collector of illegally transporting EVMs from Ganjam on Sunday. "This is a very serious allegation. Therefore, this office felt it necessary to explain the Election Commission's rules on EVM security for the knowledge of voters at large," he said.He detailed that EVMs and VVPATs are stored in district warehouses under double lock and key, with 24x7 police guard, CCTV surveillance, and logbook entries. Collectors conduct monthly and quarterly inspections, which are recorded and reported.According to him, the Ganjam EVM warehouse was not opened this month, and CCTV footage confirmed that no truck entered or exited the premises. For the Nuapada bypoll, 720 sets of EVMs and VVPATs -- 200% of the requirement -- were drawn entirely from Nuapada's own stock. "No EVMs were brought from any other district, nor were any taken out during this period," he clarified.Explaining the four-step process of EVM preparation -- first level checking, first randomisation, second randomisation, and commissioning -- Gopalan said each stage was conducted in the presence of political parties, candidates, or their representatives, with lists of serial numbers shared and acknowledgements obtained.He added that since commissioning, all machines were kept in the returning officer's strong room under Central Armed Police Force (CAPF) and police guard with CCTV surveillance. On Monday, the strong room was opened under videography in the presence of candidates or their agents, and the machines were dispatched to presiding officers for all 358 polling stations."Every BU (ballot unit), CU (control unit), and VVPAT (Voter Verifiable Paper Audit Trail) carries a unique serial number, and these are shared with candidates. Polling agents can verify them before mock polls and again on counting day. At every stage, transparency is ensured," Gopalan said.Without naming BJD, he noted that the party was asked to provide evidence such as the truck's location or registration number but failed to do so. "It is not possible for any collector or individual to procure a truckload of EVMs from another district's warehouse or commission them for polls. Such baseless allegations are insidious and destroy people's faith in the election process," he said.Appealing to voters, he added: "We urge the people of Odisha not to give credence to baseless allegations. It is simply not possible for anyone to carry out the activities alleged."In its memorandum, BJD claimed that the "untimely arrival" of EVMs in Nuapada created "serious doubts" among voters and party workers, fuelling apprehensions of tampering in the prevailing atmosphere of concern over 'vote chori'.
