Thiruvananthapuram: Kerala Minister for Local Self-Governments and Rural Development MB Rajesh on Friday dismissed the criticism raised by a group of experts over the state government's declaration on extreme poverty eradication. Addressing the media, the minister clarified that the LDF government led by Chief Minister Pinarayi Vijayan had decided to declare the eradication of extreme poverty on November 1 -- not poverty in general. He noted that the government had announced this mission soon after assuming office in 2021. Rajesh emphasised that Kerala's declaration was not made overnight but followed extensive groundwork and sustained interventions. "Eradication of extreme poverty was the first objective of the second Pinarayi government. On July 16, 2021, the government issued an order and a handbook detailing the guidelines for implementing the extreme poverty eradication project. This document is available in the public domain. If the experts had gone through it, they wouldn't have criticised the government," he said. The minister further explained that the handbook clearly defines who is considered "extremely poor" in Kerala. "People who lack access to basic necessities such as food, clothing, housing, and basic income for survival are identified as extremely poor. The government order also categorises the poor into two groups -- those in 'extremely poor' conditions and those in 'very extremely poor' conditions. Those who have never benefited from any government scheme -- without ration cards or Aadhaar -- fall under the very extremely poor category. They are the non-existent or invisible groups who need state support to survive," he said. Rajesh added that several journalists who visited such families had told him that these people would not have survived without the government's intervention under the extreme poverty eradication mission. "The experts questioned the government's claim of eradicating poverty. But we never made such a claim. We only declared that we have eradicated extreme poverty through the Extreme Poverty Eradication Project," the minister clarified. He added that the project's handbook, published by Kerala Institute of Local Administration (KILA) clearly detailed the steps carried out to identify the extremely poor. On Thursday, a group of eminent economists, social activists, environmentalists, and thinkers -- including RVG Menon, MA Oommen, and KP Kannan, most of them Left-leaning intellectuals -- had raised serious questions about the LDF government's claim that Kerala had become the first state in India to eradicate extreme poverty. They raised the questions when the government announced its decision to declare Kerala as 'extreme poverty'-free in the Assembly on November 1. Chennai: Over the past decade India has lifted 171 million people from extreme poverty. Those living on less than $2.15 per day fell from 16.2 percent in 2011- 12 to 2.3 percent in 2022-23, finds the World Bank. New Delhi, Jun 7 (PTI) India's extreme poverty rate declined sharply to 5.3 per cent over a decade from 27.1 per cent in 2011-12 even as the World Bank revised upwards its threshold poverty line to USD 3 per day. Given India's inflation rate between 2017 and 2021, a revised extreme poverty line of USD 3 would constitute a 15 per cent higher threshold than USD 2.15 expressed in 2021 prices and result in a 5.3 per cent poverty rate in 2022-23, the World Bank said in a report.
