Itanagar: Arunachal Pradesh Police on Tuesday transferred the investigation into the alleged suicide of 19-year-old youth to a special investigation team (SIT), a day after the prime accused named in the "suicide" notes -- senior IAS officer Talo Potom -- surrendered and was remanded to judicial custody.In an official order, director general of police Anand Mohan cited the need for a "speedy and conclusive investigation" as the reason for handing over the case to the SIT, which will be led by SP Shivendu Bhushan.The case has been registered under multiple provisions of the Bharatiya Nyaya Sanhita (BNS), including abetment of suicide, negligent and malignant acts likely to spread infection dangerous to life, and criminal acts committed by several persons.The youth's body was discovered on Oct 23 in his rented room at a village in Papum Pare district. Initial investigations pointed to suicide, with multiple handwritten notes recovered from the scene.In the notes, the youth accused rural works department executive engineer Likwang Lowang and 53-year-old IAS officer Talo Potom of prolonged sexual harassment, coercion, and emotional abuse. In another note, he claimed to have contracted HIV.Later that evening, his father filed an FIR at a police station based on the notes recovered from the scene. The following day, on Oct 24, as the allegations went viral online, executive engineer Lowang also died by suicide at his residence in Khonsa, Tirap district.When asked about the reason behind the transfer of the case to SIT, a senior police officer said it was standard procedure in cases of such sensitivity and public interest. "It is not that the district police are incompetent, but this procedure is standard," the officer said.The youth's death has sparked widespread public outrage and demands for an impartial and transparent probe.Potom, a 2016-batch IAS officer serving as secretary in the PWD in New Delhi, surrendered after a lookout notice was issued against him by the state police. Prior to his surrender on Monday morning, he released a video message strongly denying the allegations, saying that those were "false and far from the truth" and rejected claims linking him with the deceased's health condition or personal life.Potom was appointed by the state govt as an additional district magistrate. He was inducted into IAS (AGMUT) on March 20, 2021. Subsequently, he served as Itanagar Capital Region DC before being transferred to Delhi as PWD special secretary on May 16, 2025.
