Chennai: Converting govt-aided colleges into private universities will exclude the vast majority of students from economically and socially disadvantaged groups from accessing quality higher education, say educationists.The Tamil Nadu Private Universities (Amendment) Bill, 2025 allowed the govt-aided colleges to be converted as private universities and relaxed the land requirement norms to establish private universities in urban areas. After facing opposition from teacher associations and political parties, state govt on Saturday announced the withdrawal of the bill, for wider consultation.Educationists, after reviewing the bill, came up with various suggestions, including converting aided colleges into govt universities, continuing govt grants for aided colleges after becoming universities to provide affordable education, and continuing with the present reservation policy in admissions to maintain inclusivity in higher education."Allowing govt-aided colleges to convert into private universities may lead to the dilution of public control, uncertainty for faculty, and possible withdrawal of govt support," said former Anna University vice-chancellor (V-C) E Balagurusamy.He said that through the legislation, institutions built with public funds could effectively become private assets. "Govt-aided colleges may be converted into govt universities," Balagurusamy said.S P Thyagarajan, former University of Madras V-C, said the fee structure is very high in deemed universities and private universities as it is their only source of funding. "The quality of govt institutions has fallen drastically due to various reasons in recent years. In this context, allowing the top colleges to convert into private universities will prevent poor students from accessing quality education," he said.Alagappa University former V-C N Rajendran suggested bringing a provision to provide education at a subsidised cost for deserving students in private universities. Citing the examples of foreign countries, including Germany and Ireland, Rajendran asked the state govt to focus on providing free and quality higher education to students from all sections of society.The state govt said the land requirement of 100 acres for establishing private universities has become a major hurdle for starting a private university or converting an existing college into a private university. The bill relaxed the land requirement to establish private universities to 25 acres in corporation areas, 35 acres in municipal or town panchayats, and 50 acres in other areas.Several educationists said this may lead to restricting students to classrooms and a decline in participation in sports.The Association of University Teachers (AUT) has also demanded that the state govt drop the proposal.
