Kolkata: CM Mamata Banerjee on Saturday questioned how people with criminal antecedents could access hospital premises and directed that all security personnel posted at state-run hospitals undergo thorough background checks and receive proper identification, uniform and training.The CM's posers and directives came during a hybrid meeting with administration seniors, including chief secretary Manoj Pant, and two days after an outsider molested a 15-year-old female patient at SSKM Hospital."How did someone with a criminal record enter the hospital and why should the state bear the responsibility (when the accused is not a state employee and a private agency manages the security set-up)?" officials quoted Banerjee as asking.Thursday's SSKM Hospital shocker revealed significant lapses in security protocols, prompting a slew of decisions on Saturday to pre-empt repeats, officials said. Mandatory police verification of all private security agencies and contract workers was among the measures that would be taken as it was crucial to ensure people with criminal records were not employed in sensitive environments like hospitals, administration seniors explained. Stricter checks, too, will be in place to restrict unauthorised entry.Among other directives transmitted from the secretariat was an instruction to hospital superintendents to maintain proper duty rosters and conduct roll calls at the start and end of shifts. The meeting also emphasised the need for regular monitoring and maintenance of CCTV cameras to ensure they were working; this would help real-time surveillance and provide evidence in crime probes.Another crucial aspect that Banerjee raised during the meeting was the complaints that continued to come over misbehaviour with patients's kin and patients themselves, officials said. "She suggested that hospital administrations probe the need for providing adequate training and counselling to employees," a senior officials said.Banerjee, during the meeting, issued several directives to bolster security across state hospitals. The first was to increase surveillance both inside and outside hospital premises with installation of high-definition CCTV cameras at strategic locations to ensure all areas -- including entrances, exits, and parking lots -- were under constant watch. The footage will be monitored real-time by trained personnel, allowing for swift response to any suspicious activity.The CM also called for enhancing physical security of hospital campuses to complement the technological upgrades. This would include constructing secure perimeters, installing access-control systems and deploying additional security personnel. The presence of uniformed security guards would serve as a deterrent to potential threats and provide reassurance to staff and patients alike, officials explained. Banerjee mandated the implementation of a strict identification system for all hospital staff, particularly non-medical personnel.The meeting, which emphasised patients' safety as all-important, also saw Banerjee directing hospital administrators to review and strengthen protocols related to patient care. This would involve regular training sessions for medical staff on emergency procedures and establishing clear communication channels for reporting and addressing safety concerns, officials said, adding that regular fire audits would be undertaken as well.
