Telangana liquor hologram tender row: Minister Jupally Krishna Rao accuses IAS officer Rizvi of stalling process. Telangana's Excise Department is facing a controversy after Minister Jupally Krishna Rao filed a complaint against senior IAS officer Syed Ali Murtaza Rizvi, alleging deliberate obstruction of the tendering process for high-security holograms used on liquor bottles. According to the Minister, Rizvi, who served as Principal Secretary (Excise), stalled the tender process for over a year, allowing an outdated vendor to continue supplying holograms since 2019 without competition. These holograms, which feature barcodes and digital tracking systems, are crucial to curbing illegal liquor trade, fake labels, and excise tax evasion. The controversy dates back to August 2024, when Minister Jupally instructed Rizvi and the Excise Commissioner to expedite the tender process as per G.O. Ms No.112 (dated October 15, 2022). Despite repeated reminders in September and October, the file allegedly remained idle. On December 9, 2024, Rizvi reportedly forwarded the file to the Chief Minister's office, bypassing the Minister's authority, an act said to violate Business Rule 22(A), which mandates adherence to ministerial orders. Although an Expression of Interest (EoI) was issued in April 2025, progress stalled even after 23 companies submitted bids. By October 2025, the old vendor continued supplying security labels. Citing "gross administrative negligence," Minister Jupally urged the government to reject Rizvi's voluntary retirement (VRS) and initiate disciplinary and legal proceedings under Section 221 of the Bharatiya Nyaya Sanhita for obstructing a public servant. However, the government accepted Rizvi's VRS and appointed M Raghunandan Rao, IAS, as Full Additional Charge (FAC) Secretary for Revenue (Commercial Taxes & Excise) effective October 31, 2025. The Minister warned that the lapse delayed the adoption of upgraded anti-counterfeit technologies, potentially leading to revenue loss and irregularities in the liquor distribution network. Senior officials are now reviewing the complaint amid renewed scrutiny over the tendering process. Opposition leaders alleged that Rizvi was effectively forced to take VRS due to political and ministerial pressure. BRS leader KT Rama Rao said, "When honest IAS officers like Rizvi are forced to take voluntary retirement because they refuse to dance to the tunes of corrupt ministers, it shows how rotten the system has become under Congress rule. Officers who uphold rules are being targeted, while those who loot public money are being rewarded." Union Minister Bandi Sanjay wrote on X, "IAS officer S.A.M. Rizvi's VRS exposes how Telangana's bureaucracy is being crushed between corrupt politics and blame games.
