Hyderabad: The state cabinet, headed by chief minister A Revanth Reddy, is scheduled to meet on Thursday and likely to deliberate on whether to proceed with rural local body elections using the previous 23-25% reservations for Backward Classes (BCs) or explore further legal avenues to implement the enhanced 42% quota for the BC community.On Oct 9, the high court, while granting an interim stay on the implementation of GO 9 -- which extended the 42% quota to BCs in local bodies -- clarified that it would not interfere with the election process. The court stated that the State Election Commission (SEC) could conduct local body polls, adhering to the 50% cap on total reservations as stipulated by the Telangana Panchayat Raj Act of 2018. Both the SEC and the state govt were given four weeks to file their counters.Last week, during the hearing of a petition, the high court had asked the SEC about its plans for conducting local body polls and granted two weeks to file its counter. Following this, the SEC wrote to the state govt seeking clarity on BC reservations in local bodies for the conduct of polls.The state govt is now required to make a decision on the BC quota for the SEC to proceed with local body polls. Chief minister A Revanth Reddy had formed a committee comprising officials and legal experts to report on the legal options available for implementing the 42% BC quota in local bodies, especially after the Supreme Court dismissed the state govt's petition to overturn the high court's interim stay on GO 9.Sources indicate that the legal opinion has been submitted to the state govt and would be presented at the cabinet meeting, where a decision regarding the BC quota and local body elections will be made. There is speculation in political circles that, if legally extending the enhanced quota is not possible, Congress could allocate 42% of party tickets to BCs in local body elections. However, the chief minister is keen to explore all legal options.The cabinet meeting is also expected to approve a draft ordinance to remove the two-child norm, thereby allowing candidates with more than two children to contest local body elections. Once approved by the cabinet, the ordinance would be sent to the governor for approval.The cabinet is also set to discuss several key issues, including the completion of the Srisailam Left Bank Canal tunnel work, repairs to the Medigadda, Annaram, and Sundilla barrages of the Kaleshwaram irrigation project, and the construction of a dam at Tummidihatti.Additionally, the cabinet might approve the renaming of the Sri Rama Sagar project stage-II after Congress leader the late Ramreddy Damodar Reddy and consider other policy decisions.
