Aizawl, Oct 22 (UNI) The Mizoram government has urged the Mizoram Tipper Association (Drivers & Owners), Kolasib District Headquarters, to withdraw its plan to block national highways in protest, warning that such an act would invite strict legal consequences under the laws. In a statement issued by the Home Department today, the government said it had taken serious note of the association's announcement to impose a blockade along the Vairengte-Sairang, Bairabi-Sairang, and Kawnpui-Durtlang routes from 7:00 a.m. on October 23 to 4:00 p.m. on October 26. The matter was discussed at length under the chairmanship of the Home Minister with the Ministers of PWD & Transport, Food, Civil Supplies & Consumer Affairs, and senior officials from related departments, including the Police, PWD, and Transport. After due consideration, the government disapproved the blockade plan, describing it as "unreasonable and unacceptable," especially when these routes serve as vital lifelines for the state's supplies. The statement acknowledged that several key roads across Mizoram are currently in poor condition due to heavy monsoon rains this year. Despite this, the government, through the PWD and the National Highways and Infrastructure Development Corporation Ltd (NHIDCL), has been taking all possible measures to repair and restore the damaged stretches. "However, the prolonged monsoon season had severely hampered roadwork progress. The Vairengte-Sairang highway, which remains the state's primary route for transporting essential commodities, is among the worst affected," the statement said. With the monsoon now receding, construction activities have gained momentum. The government said ongoing repair works between Vairengte and Sairang are being carried out continuously by the PWD and NHIDCL, often requiring regulated vehicle movement between Kawnpui and Sairang to facilitate smooth progress. "This has occasionally resulted in temporary traffic congestion and stranded vehicles. However, the situation has markedly improved in recent days -- as of 8:30 a.m. on October 22, there were no stranded vehicles, with 985 trucks (367 bound for Aizawl and 618 bound for Kolasib) having crossed the route in the past 24 hours," it said. Citing reports from the Kolasib Deputy Commissioner, the statement said that massive road restoration work is scheduled to commence from November 1, with full coordination between the state government and NHIDCL. The government expressed disappointment that, despite these ongoing efforts, the association intended to create further disruption by blocking key highways -- an action it said would cause "immense hardship to the public" and disrupt the supply of essential goods. The government reiterated that the National Highway 306/06 is the main artery of Mizoram's economy and public movement, and obstructing it would be treated as a serious offence. The statement warned that blocking a national highway constitutes an offence under Section 8B of the National Highways Act, 1956, and is also punishable under Sections 126 and 285 of the Bharatiya Nyaya Sanhita (BNS), 2023. In addition, causing obstruction to the transport of essential commodities violates the Mizoram Essential Services Maintenance Act, 1990. The government further reminded that vehicles operated by members of the Mizoram Tipper Association hold permits under the Motor Vehicles Act, 1988, and any action taken against government directives could result in suspension or cancellation of such permits. Recognising the seriousness of the situation, the government appealed to the association to reconsider and revoke its decision to block the highways in the larger interest of the public. It also cautioned that if the blockade proceeds, the goevernment will be compelled to initiate all necessary legal actions to prevent disruption and safeguard essential services.
