Kolkata: West Bengal Chief Minister Mamata Banerjee expressed surprise and shock in a protest letter to Prime Minister Narendra Modi against the appointment of retired IPS officer Pankaj Kumar Singh as the interlocutor to discuss issues of Gorkhas in Darjeeling, Dooars and Terai ahead of next year's assembly elections. Terming the decision as unilateral, Ms Banerjee also urged the Prime Minister to revoke it. She wrote in the letter, "I am surprised and shocked to learn that the Government of India has appointed Shri Pankaj Kumar Singh, IPS (Retd.) as the interlocutor to hold discussions on issues relating to Gorkhas in Darjeeling Hills, Tarai and Dooars areas of West Bengal. She alleged: This appointment was made without any consultation with the Government of West Bengal, even though the issues in reference directly concern the governance, peace and administrative stability of the area under the Gorkhaland Territorial Administration (GTA), an autonomous body under the Government of West Bengal. Such unilateral action is incompatible with the spirit of cooperative federalism which constitutes one of the fundamental principles of our Constitution. Referring to the constitution of the GTA following a tripartite agreement signed on July 18, 2011 in Darjeeling, between the Centre, the State government and the Gorkha Janamukti Morcha (GJM), Ms. Banerjee pointed out that the body was established to ensure socio-economic, infrastructural, educational, cultural and linguistic development of the hill areas, while preserving the ethnic identity of the Gorkhas and promote peaceful coexistence among all communities, a sign of unity and harmony of the hills. She further observed, "Peace and harmony reign in the hill districts of our state. This has been possible thanks to the concerted and continuous efforts made by our government since coming to power in 2011. We are determined to continue our positive efforts in this direction. The CM emphasized: The West Bengal Government, therefore, firmly believes that any initiative regarding the Gorkha community or the GTA region must be undertaken in full consultation with the State Government, in order to preserve the hard-earned peace and tranquility in the region. Any unilateral action on this sensitive issue will not serve the interest of peace and harmony in the region.
