Pune: The civic body has initiated the process to secure fresh environmental clearance from the Union ministry of environment, forests and climate change for the Paud Phata-Balbharti link road project, as recently sought by Supreme Court. Head of PMC's road department Aniruddha Pawaskar said, "We will appoint a consultant for the study and environment assessment. We aim to complete the work and submit a report as soon as possible."The Supreme Court on Wednesday halted the construction of the proposed road planned through Indian Law Society (ILS) campus and Law College Hill in Pune, pending environmental clearance. It also directed the ministry of environment, forest and climate change to expeditiously decide the issue of granting environmental clearance to PMC. A bench comprising Chief Justice B R Gavai and Justice K Vinod Chandran said there was need to balance development with the conservation of the environment and forests."We direct that the project shall not be commenced unless environmental clearance is granted by the EIA (Environmental Impact Assessment) authority. Taking into consideration that the project has been pending for a long period, we direct that the EIA decide the application for grant of EC expeditiously," the bench said.A group of officials from PMC's road department visited the site on Friday. The civic officials checked the alignment of the road. They also cross-verified the details needed for environmental clearance and other needs to start groundwork. "Civic officials are also collecting data pertaining to the clearance. The administration has planned a tree plantation in the vicinity of the project," Pawaskar added.According to PMC, the proposed road is a 2.1km (2.05km according to the DPR) road, 30m wide with a 24m carriageway, including cycling pathways and 6m pedestrian pathways on both sides. Partially elevated and parallel to Law College Road, it passes through the foothills of Vetal Tekdi, featuring noise barriers and no access to adjacent land parcels or hill slopes.In 2022, city-based public charitable trust Nagarik Chetana Manch filed a petition before the Bombay high court on the grounds that the proposed road, which would traverse through Law College Hill to connect Balbharati and Paud Road, would cause immense environmental damage. The court, while disposing of the petition, directed that PMC must ensure necessary clearance from the concerned departments and it would be for the appropriate authority to determine whether the area through which the road would pass is a "deemed forest" and whether the proposed road was in the public interest and for public good. The matter went to Supreme Court in March 2025 after environmentalists raised their concerns in the apex court.
