Rajkot: The National Human Rights Commission (NHRC) has issued a notice to the Gujarat Director General of Police (DGP) over the alleged custodial torture of a 17-year-old boy whose hair was forcibly yanked out, with a video of the act circulating on social media last monthThe NHRC took suo motu cognizance of media reports about the incident that allegedly took place in Rajkot city.In a statement issued on Wednesday, the human rights watchdog said it has sought a detailed report from the DGP within two weeks. The rights panel has observed that the content of the media report, if true, raises a serious issue of human rights violation of the victim.The alleged torture occurred on Sept 1 at Gandhigram police station in Rajkot. The matter came to light on October 6 when a disturbing video surfaced showing a man pulling hair from the boy's scalp while another policeman made the video instead of stopping him.On the complaint filed by the boy's 55-year-old grandmother after she received the video clip. Two persons including a constable from Gandhigram police station were booked under BNS sections 115(2) (abetment of an unlawful act by a public servant) and 198 (voluntarily causing hurt), as well as under Section 75 of the Juvenile Justice (Care and Protection of Children) Act, which pertains to cruelty against children.As per the FIR, the boy was assaulted on the night of Sept 1 by a person identified as Shailesh, who yanked his hair and caused a head injury. Constable Pradeep Dangar, who was in charge of the boy's custody, allegedly failed to intervene and instead recorded the act on his mobile phone, effectively abetting the crime.The FIR further states that the assault took place inside one of the rooms at the Gandhigram police station.According to the complaint, the incident stemmed from an altercation a day earlier, on August 31, between the minor and a youth named Tejas Dangar, who was stabbed during the scuffle. Following that incident, the boy and his friends were booked for assault and rioting at the same police station.The boy was detained for questioning and later sent to a juvenile detention centre on Gondal Road before being released on bail about two weeks later.The grandmother said she recently saw the viral video showing her grandson being assaulted -- his hair being pulled out and thrown into a dustbin. The boy confirmed the video's authenticity and identified Shailesh as his assailant and constable Dangar as present during the assault.
