Orissa high court clears upper Bali Yatra ground use for 2025 fair | Bhubaneswar News - The Times of India

Cuttack: The Orissa high court has clarified that it has not imposed any restriction on the use of the Upper Bali Yatra ground (killa maidan) for the upcoming Bali Yatra, paving the way for the district administration to proceed with arrangements across both upper and lower grounds.In an order issued on Oct 9, a special bench of Justices S K Sahoo and V Narasingh said: "It is abundantly clear that this court has not put any fetters on the district administration regarding use of Upper Bali Yatra ground in organising the historic Bali Yatra, 2025. Hence, in our considered view, no permission is required from this court for the district administration to use some part of the Upper Bali Yatra Ground for organising the historic Balijatra. Motion seeking permission thus stands disposed of."With it, the administration now has a free hand to proceed with plans to organise the historic fair -- one of Odisha's largest cultural events -- across both grounds. Bali Yatra-2025 is scheduled to begin on Nov 5.The clarification comes in response to a compliance affidavit filed by collector (Cuttack) Dattatraya Bhausaheb Shinde following the court's earlier direction to explore feasibility of shifting all stalls to the Lower Bali Yjatra Ground to decongest the Ring Road -- a major concern flagged by the advocates' committee. The committee had raised alarm over safety hazards due to heavy pedestrian traffic between the two grounds, which they argued created the risk of accidents and hampered emergency vehicle movement to SCB Medical College and Hospital.The collector, in his affidavit, stated that this year, the government had approved the Mahanadi Riverfront Development Project near the embankment of the Lower Bali Yatra Ground. Accordingly, all stalls were initially planned within the Lower Bali Yatra Ground, covering an area of 60 acres... and the Upper Bali Yatra Ground was designated for parking purposes.However, several stakeholders -- including political parties, senior citizens, corporates, and cultural bodies -- objected to the complete shifting of stalls, citing the Upper Ground's historical and cultural significance as the original venue of Bali Yatra.
