HYDERABAD: Hours after the Telangana State Election Commission issued a notification for conducting the elections to the local bodies in the state on Thursday, the Telangana High Court ordered an interim stay on the Panchayat elections. Allowing the batch of petitions filed challenging the 42% reservations to the backward classes in the elections and after hearing at length the petitioners and the state counsels, a division bench of Chief Justice Aparesh Kumar Singh and Justice GM Mohiuddin directed the state to file a counter affidavit on the petitions in four weeks and granted two more weeks to the petitioners to file their replies if necessary to the state's counter. "All impleaded petitions are allowed. Reasons (for interim stay) will follow," the bench said and adjourned the hearing.As per the notification issued by the SEC on Thursday noon, the elections for MPTC and ZPTC will be conducted in two phases. The first phase will be held on October 23, followed by the second phase on October 27.On Thursday, the bench heard Advocate General A Sudarshan Reddy and senior counsel Prof Ravivarma Kumar appearing for the state, who contended that the reservations cannot be challenged as it was based on empirical data collected in a scientific and forensic manner. The data reveals BCs constitute around 57% of the total population and hence the reservation is justified. "Even the Supreme Court emphasized that the 50% reservation cap can be breached if it is done based on quantifiable data," Ravivarma Kumar argued.
Congress MP Ranjeet Ranjan has called for the replacement of Electronic Voting Machines (EVMs) with ballot papers, citing concerns over the legitimacy of election results.
