Mumbai: Maharashtra govt on Friday introduced a system that allows citizens to pay stamp duty online and obtain e-stamp certificates, thus eliminating the need to visit licensed vendors.The Maharashtra Stamp Bill, meant to enable this digital transformation to bring in more transparency and public convenience, was passed by the state legislature in March, said revenue minister Chandrashekhar Bawankule. "In a first, the department of registration and stamps has introduced electronic bonds. Through this e-bond system, stamp duty can be paid online. A fee of Rs 500 can also be deposited," said Bawankule. "The new system will include e-signatures of the importer or exporter and customs officer concerned, which will bring more transparency to transactions. In addition, there will be immediate verification by customs officers." Bawankule further said that since 2004, citizens have had to visit licensed vendors to purchase physical stamp papers, with franking services available only at specific centres in the state. After paying e-challans during registration, people were required to furnish printed receipts at govt offices to obtain stamp papers. Under the new system, citizens can pay stamp duty online, with e-stamp certificates issued immediately. "The processing fee remains fixed at Rs 500, with no additional charges," Bawankule said. The option to purchase traditional physical stamp papers will also remain available, with no compulsion to switch to the digital method.The reforms aim to address the confusion many face regarding the amount of stamp duty required for specific documents, promising a more transparent and user-friendly approach to administrative processes. The initiative signals a significant step towards modernising govt services and reducing bureaucratic hurdles, a senior official said.
