Thiruvananthapuram, Oct 1 (UNI) Kerala has created history by becoming the first state in India to introduce a comprehensive Environment, Social and Governance (ESG) policy, aimed at bringing sustainability and ethical governance practices into the mainstream of industrial and entrepreneurial activities. The ESG policy is designed to attract investments that comply with global sustainability principles and position Kerala as the leading Indian destination for responsible and transparent business practices. "Kerala is proud to be the first state in the country to put forward such a comprehensive ESG framework. Through this, we hope to strengthen our industrial base while ensuring that enterprises remain accountable to the environment, society and governance standards. The state cabinet has approved the policy, which will be implemented with extensive financial and institutional support," Industries Minister P. Rajeeve said. The policy focuses on promoting industries that respect ecological balance, safeguard social welfare, and ensure value-based governance. To foster awareness of ESG values among entrepreneurs and the public, the government will launch campaigns, integrate ESG concepts into school and university curricula, and organise training workshops, seminars, and outreach programmes. Kerala will also establish its own ESG reporting mechanism aligned with both national and international standards, including the Business Responsibility and Sustainability Reporting (BRSR), Global Reporting Initiative (GRI), Sustainability Accounting Standards Board (SASB), and Task Force on Climate-Related Financial Disclosures (TCFD). ESG ratings and awards will be instituted, while a dedicated digital portal will be developed to monitor and promote implementation. The state will also be branded as India's first "ESG State." Incentives under the policy include tax concessions, subsidies, easier credit access, startup incubation facilities, and detailed project report (DPR) support. ESG projects will receive 100 per cent reimbursement of capital investment for a period of five years. A 10 per cent subsidy on fixed capital investment, up to Rs 50 lakh, will also be provided. KSIDC will offer loans at concessional rates for machinery and technology acquisition. Local enterprises adopting ESG principles will receive a 20 per cent margin in government procurement. In addition, MSME clinics will be set up to assist in preparing project reports. Existing enterprises transitioning to ESG compliance will also be eligible for subsidies. The policy lays down long-term sustainability goals, with Kerala aiming to fully shift to renewable energy sources by 2040 and achieve carbon neutrality by 2050. The state will focus on investments in solar parks, floating solar projects, wind farms, hydropower plants, and biomass initiatives to meet these targets. On the social front, the policy emphasises greater participation of women in the workforce, promotion of diversity and inclusion, protection of human rights, and adherence to labour standards. It also seeks to strengthen corporate social responsibility (CSR) and welfare initiatives, while reinforcing transparency, anti-corruption measures, and mandatory ESG disclosures for enterprises. The Kerala State Industrial Development Corporation (KSIDC) will serve as the nodal agency for implementing the ESG framework. The current policy has been given a validity of five years and will remain in force until 2030, with provisions for review and updates.
